As a livelihood project serving residents,the transformation of old urban communities is receiving more and more attention in the field of urban public management.The current general situation of the old community is that the supporting facilities are backward and there are many arrears in public services.In recent years,more and more efforts have been made to transform old residential areas.In the process of transformation,how to better respond to the needs of residents and other related issues have attracted more and more attention.Taking L City as a sample,from the perspective of collaborative governance theory,new public service theory and multi center governance theory,this paper analyzes the background and current situation of the transformation of old residential areas in L City by using the methods of literature analysis,field research and case study,and studies the transformation of old residential areas according to the two main concepts of multi-agent collaborative governance and residents' satisfaction.Through investigation,understand the participation of multiple subjects in the transformation,as well as the process of deeply grasping residents' needs and adjustment strategies.This paper defines the concepts of government,enterprises and residents,and analyzes their working logic,mutual relationship and interest needs in detail.From the perspective of realizing public interests,this paper understands the responsibilities and work effects of multiple subjects in the transformation process of old residential areas,analyzes the interest game between multiple subjects,and points out the problems and reasons in the cooperation process of multiple subjects.Finally,aiming at improving the transformation effect,this paper puts forward the relevant strategies of collaborative governance of multiple subjects.In terms of structure,the paper first introduces the development process of urban renewal and the background of the transformation of old residential areas,as well as the relationship between the transformation of old residential areas and social governance,and defines the necessity of multi-agent cooperation in the transformation of old residential areas.It also analyzes the working logic of each subject and clarifies the relationship between multiple subjects.Then investigate the implementation of the whole process of the transformation of the old community in L City,and point out the key points of the transformation work.First,the final goal of the transformation of the old community is to meet the needs of residents.Second,the transformation and governance are divorced,and the two are not coordinated and linked.Then it analyzes the coordination difficulties and difficulties of multiple subjects,as well as the causes.Finally,it explores the solutions to the problems in the reconstruction of old residential areas in L City,and puts forward the methods for the government,enterprises,residents and other subjects to better integrate into the reconstruction work from the perspective of promoting the coordination of multiple subjects.The public and private interests of residents at the grass-roots level will be further met and finally maximized.The study found that in the process of old community transformation,the government paid more attention to the transformation of community appearance and hardware,while ignoring the relationship between transformation and governance.Therefore,to comprehensively improve the efficiency of transformation,we must comprehensively straighten out the logical relationship between transformation and governance,build a framework of multiple co governance,and put forward countermeasures for the cooperation of multiple subjects,so as to better realize the winwin situation of transformation and governance.
