| The community correction system is an important measure to promote the construction of the national governance system and implement the strategy of governing the country according to law.After more than ten years of continuous exploration,the "Community Corrections Act " was promulgated and implemented,and the community correction system was finally formally established in the form of a law,so that our country’s community correction has a special law to follow,which is a milestone for our country’s community correction.This law clarifies the direction for the collaborative governance of multiple subjects in community corrections.However,it is still necessary to continuously explore how to coordinate the community corrections and help community corrections repair their broken social relationships to to facilitate their smooth reintegration into society.From the perspective of collaborative governance,this paper takes the community correction in Fuqing as the research object,and analyzes the current grassroots community correction.In addition to the introduction,the main text is divided into six chapters.The first chapter defines the concept of community corrections,and expounds the relevant theoretical basis and analytical framework.The second chapter expounds the current situation of community correction work in Fuqing.This chapter starts with the situation of community corrections,environment and subject interaction,etc.And expounds the overall status quo of community correction work in Fuqing.Then,Then,it is concluded that the community corrections in Fuqing have problems such as insufficient specialization of the community corrections team,mismatch of educational assistance measures with actual needs,lack of close coordination between departments,and inefficiency of the role of social forces.The third chapter analyzes the reasons for the problems of community correction in Fuqing.This chapter analyzes the causes of the problems under environmental impact and subject interaction.It expounds the influence of traditional ideas,social network exclusion,weak community role,environmental impact of labor market restrictions,and unintended consequences of unclear boundaries,lack of coordination,and lack of motivation.The fourth chapter draws on the experience of community correction at home and abroad.This chapter selects Japan,Singapore,and Shanghai as samples,and conducts a specific analysis of the community correction system with local characteristics for reference and absorption.The fifth chapter is the suggestions for optimizing the community correction work under the collaborative governance.This chapter draws on the experience of community corrections management at home and abroad,combined with the author’s work practice and the literature and materials reviewed.It puts forward countermeasures for correctly understanding and transforming the environmental impact,clarifying the responsibility boundary of the community correction subject,improving the interaction and coordination of the community correction subject,and enhancing the interaction enthusiasm of the community correction subject.The sixth chapter summarizes the effective ways to solve the problems of the community corrections in Fuqing,which can promote the collaborative governance of community correction from two aspects: improving the community correction environment and improving the interaction mechanism of the main body. |
