Research On The Employment Promotion Function Of The Unemployment Insurance System In Changchun City(2016-2020)

Employment and unemployment issues have always been highly valued by the party and the country.The report of the 19 th National Congress of the Communist Party of China clearly pointed out that it is necessary to achieve higher quality and fuller employment,resolve structural employment contradictions,and improve the unemployment insurance system.As my country’s "14th Five-Year Plan" enters its first year and the completion of a well-off society in an all-round way enters its realization,giving full play to the important role of the unemployment insurance system in protecting people’s livelihood,preventing unemployment,and promoting employment is related to my country’s economic development and social stability.In addition,the outbreak of the new crown pneumonia epidemic at the end of 2019 broke the stable employment situation.The whole society is facing the dilemma of some small and micro enterprises suspending production and employees waiting for employment.The people are paying more and more attention to unemployment insurance and calling for stable employment.It is becoming stronger and stronger.Therefore,the unemployment insurance system should give full play to its positive function of promoting employment,help enterprises to tide over difficulties smoothly,and help the unemployed return to the labor market.After more than 30 years of development,my country’s unemployment insurance has basically matured its protection function,but there are still some shortcomings in promoting employment.This article starts from the employment promotion function of unemployment insurance,based on the development of Changchun City Unemployment Insurance,uses questionnaire survey and other methods to study and analyze the employment promotion function of Changchun City Unemployment Insurance.Then it summarizes the current situation of the unemployment insurance in Changchun,introduces the implementation of the specific employment promotion projects of the unemployment insurance in Changchun,and analyzes the hidden problems of the employment promotion function of the local unemployment insurance based on the investigation of the situation of the unemployed in various regions of Changchun.Finally,based on the results of the investigation and analysis and the actual situation,combined with the advanced experience of the employment promotion function of the unemployment insurance in developed cities in China,the direction of optimizing and perfecting the employment promotion function of the unemployment insurance in Changchun City is clear.This article puts forward corresponding suggestions and countermeasures in terms of optimizing system design,playing an incentive role,expanding specific projects,and strengthening policy supervision.
