| The General Secretary Xi Jinping pointed out that the central task of the Communist Party of China will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.As an important part of China’s social security system,unemployment insurance system is an important institutional support to promote Chinese path to modernization.At present,the current unemployment insurance system in China has a series of problems,such as small coverage,high participation threshold,incomplete payment mechanism,low compensation level and single method,high relief conditions,long receiving period,excessive fund precipitation,and low utilization rate.These problems constrain China’s social governance system,social governance capacity,and modernization construction,especially in the face of the prominent practical problem of the lack of unemployment risk protection for workers in the new employment form,theoretical innovation and institutional restructuring of unemployment insurance are imperative.This article is based on the employment characteristics and unemployment status of new forms of employment workers,focusing on the obstacles that new forms of employment workers face in participating in the unemployment insurance system.It clarifies the necessity of protecting the unemployment insurance rights and interests of new forms of employment workers,compares the evolution of unemployment insurance protection concepts in different periods,compares the differences in rules of domestic and foreign unemployment insurance systems,and summarizes the problems in China’s current unemployment insurance system,Propose the idea of establishing a unified standard for unemployment insurance.The construction of unified unemployment insurance norms should adhere to the principle of putting the people at the center,pursuing substantive fairness,social fairness,and social justice as the value goals,and taking the principles of fully insured,fully levied,comprehensively compensated,and convenient relief as the construction principles.From the perspective of employment,the definition of practitioners is studied,and based on the construction of unified unemployment insurance regulations to cover the basic rights and interests of workers in new forms of employment,the legitimate rights and interests of all professional practitioners to participate in unemployment insurance and receive unemployment insurance compensation are guaranteed.Clarify that unified unemployment insurance is aimed at all professional practitioners,adopting a tax based and tax based collection method.Establish a unified collection and payment entity,unified payment standards,and separate funds and accounts for unified adjustment of unemployment insurance payment rules.Change the conditions and compensation time of unemployment insurance relief,improve the compensation level of unemployment insurance,enrich the content of unemployment insurance payment,and increase the utilization rate of unemployment insurance funds,Implement the design of norms and rules of "full insurance coverage","full receivables" and "comprehensively compensated" to strengthen the attractiveness and operability of unified unemployment insurance norms,and also provide some institutional support for promoting Chinese path to modernization and solidly promoting common prosperity for all people. |
