| Recently,the aging of population has become a huge challenge for the development of the economy and society.According to data from the seventh national census,the number of elderly people over 60 in our country has reached 264 million,accounting for 18.7% of the total population,and the problem of aging has become increasingly prominent.To handle the contradiction between the pressure of aging and the insufficient supply of elderly care services,"The Outline of the Fourteenth Five-Year Plan for the National Economic and Social Development of the People’s Republic of China" clearly states that “strengthen basical caring service infrastructure,develop inclusively beneficial caregiving and mutual caregiving mode,support family based caring and cultivate new business forms of caregiving.To achieve this goal,the importance of the construction of an old-age service platform is highlighted,and for user service needs,starting from the functional design of the elderly service platform is a powerful starting point.Governments at all levels should make use of the functions of the elderly care service platform to encourage more social institutions and enterprises to participate in the elderly care service business,enrich the elderly care service system,and cooperate to build new form of elderly care services.To give priority to the realization of “security and medical care” for the elderly,Jilin Province built an elderly care service platform,elderly care service system,and configures elderly service functions by method of digitalization in 2020.It aims to use the advantages of platformization and intensiveness to carry out innovative exploration of elderly care services,and has achieved relatively good social impact and practical results.However,subject to the single service user,lack of supervision channels,simple service process,and homogenization of elderly care service content,the elderly care service platform has yet to perform well.In order to change the status quo of elderly care services and solve the above-mentioned problems,it is the first task to build a demand-oriented elderly care service platform in Jilin Province and provide high-quality and efficient elderly care service functions.This article is based on the technical route of "raising problems,analyzing problems,and solving problems".On the basis of defining the concepts of elderly care service platform,elderly care service system,and needs of elderly care service platform and conducting in-depth research on the elderly care service platform of Jilin Province,combing its development history,this study summarizes the current status of function construction and existing problems.According to the analysis results of user service needs of the elderly care service platform,I design the functions and construct the overall framework model of the elderly care service platform.Finally,in view of the practical challenges in the functional construction of the elderly care service platform in Jilin Province,a countermeasure to improve the functional construction of the elderly care service platform is proposed.In addition to the introduction and conclusion,this paper contains a total of four parts.The first part is related concepts and theoretical basis.It mainly defines the concepts of “elderly service”,“elderly service platform”,“elderly service system” and“elderly service function”.It also expounds the available knowledge and methods of the theoretical basis including "welfare pluralism theory","new public management theory","Maslow’s hierarchy of needs theory","public service and public product theory" and "collaborative governance theory".The second part is the development history and current status of function construction of the elderly care service platform in Jilin Province.During the on-site investigation of the Jilin Provincial Elderly Service Platform,the writer conducted interviews with the managers of the Elderly Service Platform,sorted out the development history of the Jilin Provincial Elderly Service Platform,summarized the status quo of its function construction,and discussed the existing problems of the existing platform.The third part is the functional design and framework model construction of a demand-oriented elderly care service platform.Though the analysis of relevant cases in online research and interviews with relevant subjects of elderly care services,and analysis on the service needs of relevant users of the elderly care service platform,it designs the functions of the elderly care service platform and reconstruct its overall framework model guided by the needs of relevant subjects of elderly care services(including elderly and their relatives,government departments,elderly care institutions,third-party elderly care service organizations,volunteer organizations,etc.)and the basis of the "platform-system-function" model.The purpose is to make sure the platform could satisfy the various aspects of the needs of the elderly people including but not limited to clothing,food,housing,transportation,daily usage,care-giving and medical support,while also satisfying the needs of other elderly care service providers and regulators.It is expected to maximize the role of platform intensification,system integration,and functional dataization,so that the main body of supply and demand of elderly care services can actively participate in the process of supply of elderly care services,and promote the optimization and upgrading of elderly care services.The fourth part is the practical challenges and countermeasures of the functional construction of the elderly care service platform in Jilin Province.In response to the practical challenges in the functional construction of the elderly care service platform in Jilin Province,countermeasures to improve the functional construction of the elderly care service platform are proposed. |
