Since 2005, the year when China officially entered the aging society, the population of China kept growing at a high speed and will reach the peak in a few years. In 2013, the number of people over 65 years old has reached 13.1 million, which accounts for 9.7% of the whole population.Except for a huge base, Chinese population has characters of quickly growing, large proportion of disability, aging before getting rich and disparities between different places. Those characters aggravate the aging situation of our society, which becomes a extraordinary threat to the future development of China. To cope with this threat, this thesis does a intensive research on how to build a urban system of elderly care service. Starting with the analysis of both the demand and supply, and learning from the developed countries’ experiences in their elderly care service, it tries to offer constructive suggestions to China. With the development of economy and the change of social and family structure, we cannot rely on only one organization to support the whole elderly care service to satisfy the great demands of all the elderly. Therefore, we must activate the power of the whole society, based on the demand of the elderly, managed by the government, and build a multilevel and diversified elderly service system to offer service for all the old people in China.In the first charpter of this thesis, I analyse the severe situation of the aging society in China, and summerize the opinions and conclusions of the existing researches. In the second part, I explain the definitions of several concepts in the field of elderly care service system and introduce the theoretical basis. The third part talks about how to balance the demand and supply of elderly care service based on questionnaire survey. The fourth charpter analyses some problems in the existing elderly care service system in China. The fifth charpter introduces the history and experiences of elderly care service system in several developed countries such as Britain, Japan and Singapore. And in the end, I try to solve these problems and come up with several suggestions to build a multilevel and diversified elderly care service system in China.
