On The Preschool Education Legislation In Yanbian Korean Autonomous Prefecture

In recent years,Yanbian Korean Autonomous Prefecture has vigorously developed preschool education;its quality and scale have been significantly improved.However,rapid development exposes the current imbalance.In order to further its development,the formulation of preschool education regulations in Yanbian Korean Autonomous Prefecture is of great urgency.With the analysis of preschool education’s status quo in Yanbian region,this thesis introduces the existing problems,draws lessons from the situation of some other ethnic minority areas in China to illustrate the necessity of preschool education legislation in Yanbian region,and then makes a preliminary idea and puts forward the content and issues which should be paid attention to in the legislative process of preschool education regulations in Yanbian Korean Autonomous Prefecture.This thesis consists of five parts.The first chapter is the introduction,which delivers the study background and significance,the concept and legislative concept of preschool education,and its main legal relations.The second chapter briefly describes the development status of preschool education in Yanbian Korean Autonomous Prefecture,and presents existing problems,including the uneven distribution of preschool education resources,the instability of the team construction of preschool teachers,and the imbalance between government supervision and the development of preschool education institutions.The third chapter learns from the situation in other ethnic minority areas in China and clarifies the necessity of preschool education legislation in Yanbian Korean Autonomous Prefecture.The fourth chapter puts forward ideas and suggestions for the content of preschool education regulations in Yanbian Korean Autonomous Prefecture.Firstly,it clarifies that legislative principles should be followed in the legislative process.Secondly,during the formulation of Yanbian Korean Autonomous Prefecture’s preschool education regulations,the suggestions are made aiming to solve the current issues.Finally,this chapter puts forward the overall construction and the specific content of legislative framework for the Yanbian Korean Autonomous Prefecture’s preschool education regulation,which enable this regulation to achieve its effectiveness.The last chapter gives the conclusion.
