Effective Government Construction From The Perspective Of Collaborative Governance

Construction of an effective government has been the focus of Zhejiang province since the implementation of reform and opening policies.“One Package Service” reform is a great breakthrough therein,and it is the government’s internal transformation on grounds of the people’s interests.Against of backdrop of this reform,government departments should enhance the efficiency of public service,help enterprises and the masses efficiently solve their matters on deck,and save from unnecessary troubles.Construction of an effective government has been a high-profile issue to the public.This research takes the reform of “One Package Service” by Hangzhou Service Center of Maritime and Port Management as example,from a viewpoint of collaborative governance.The management mechanism and operation modes of the Maritime and Port Bureau are introduced,and the traditional institutional mechanism is given an analysis of performance.Besides,the paper also discusses the institutional arrangement,performance analysis,and existing problems to the collaboration between departments in the process of “One Package Service”reform;and puts forward proposals for improvement of an effective government based on the joint efforts by divisions.This research proposes solutions from four aspects to the problems in collaboration between departments in the process of “One Package Service”reform.First,upgrading the procedures by the government,and enhancing communications among the divisions through a better collaboration.Second,institutionalizing the service systems,deepening the application of “Internet plus”,setting the accountability mechanism,and guaranteeing the timely service through the online-to-offline collaboration.In addition,the government should make breakthroughs in system and mechanism,streamline administration and delegate power to the lower levels,advance the incentive mechanism with a complete performance assessment,and build diversified supervision system for the construction of the authority-responsibility relationship based on collaborative governance.Last,further reforming the institutions and transforming the functions of government,building mutual trust,reorganizing powers of divisions,accelerating the super ministry system reform,and finally building an organization system of collaborative governance.
