With the internal transformation of Chinese society and the rapid develop ment of modern economic construction,in just 40 years,China has experience d a rethinking from the traditional centralized model to the administrative syste m and the establishment of a service-oriented government.The traditional burea ucracy is facing increasing public Business is increasingly unable to cope.On March 14,2013,the release of the“Reform and Functional Transformation Pla n of the State Council”officially opened the seventh government reform since China's reform and opening up.The State Council has decided to comprehensiv ely clear policies and authority for the development of the environment,agricu lture,education,health care,food safety,social security,and employment.It i s required to increase the“gold content”of decentralization,enhance the effectiv eness of supervision,and highlight service initiatives.On February 28,2018,t he Third Plenary Session of the 19 th Central Committee passed the“Decision o f the Central Committee of the Communist Party on Deepening the Reform of the Party and the State Institutions”and the“Strengthening Plan for the Reform of the Party and the State Institutions,”and proposed to optimize the coordin ation of the functions of the Party and the state institutions.Effectiveness is the focus,reforming institutional settings,optimizing the allocation of functions,deepening the transfer of functions,transferring methods,changing the style of work,and improving efficiency.Therefore,how to effectively promote the cro ss-functional coordination of government departments and the coordination betw een government departments and social organizations has become a problem th at needs urgent study and solution.This article focuses on the theoretical basis for collaboration between depa rtments and the cultural factors,institutional factors,and legal factors that pro mote synergy,and analyzes the major synergies in the decentralization of the s imple administration.Taking Jiangxi Province as an example,this paper examines the process of decentralization in the The progress of departmental collabora tion,the existence of departmental synergies,and the reasons for resistance ha ve been analyzed.And put forward how to further promote the optimization of departmental coordination path.This article is divided into six chapters in the st ructure,of which,the first chapter is the introduction;the second chapter is th e theoretical basis for the collaboration of the departments and the real predica ment;the third chapter is the main mode of department coordination in the dec entralization of the simplified government;the fourth chapter is the case:The an alysis of departmental coordination problems in the process of the decentralizat ion and deregulation of the simple government—taking Jiangxi Province as an example.The fifth chapter is about the optimization of the path of departmental coordination in the process of the decentralization of the decentralization of g overnment.The seventh chapter is conclusion and prospect.Through the study,this paper finds that the modes of departmental collab oration are mainly divided into three categories:The first type is the“tower-shap ed”collaborative model.The main feature is that vertical collaboration is based on functions,and actively implements the arrangements of the superior organiz ation.The information flow is convenient;It is a collaborative model based on p olicy.It is mainly the collaboration of two or more different functional departm ents of the government.This type of collaboration has the problems of informat ion barriers,functional conflicts,and unclear responsibilities;the third category is based on projects.In the collaborative mode,the main synergies are governm ent departments,social organizations,and large enterprises.Inadequate supervisi on and short-term interests are the major problems.In the end,the paper expou nds the specific path and countermeasures from the aspects of the promotion o f the collaboration of cultural elements of the departments,the improvement of the coordination mechanism of the departments,and the promotion of the infor mation equivalence of the coordinated entities.
