The Risk Prevention And Control Research Of Law Enforcement From Prison D In Zhejiang Province

At present,,socialism with Chinese characteristics has entered a new era,and various risks are accompanied by profound social changes and rapid development,which have launched new challenges,new demands as well as new problems for people.Risk prevention and control,as one of the "major tasks" for maintaining social stability and ensuring the country’s great cause of rejuvenation,is presented in front of us again.As a national penalty enforcement agency,prisons,in the context of advancing the modernization of the national governance system and governance capabilities,face severe and complex criminal composition and supervision struggles,require resolute implementation of the overall national security concept,and effectively enhance the sense of responsibility,mission and urgency to prevent and resolve major risks.In the face of risks and challenges,effective prevention and resolution is one of the priorities that need to be considered in the current prison work.It is also of great significance to further promote the country’s legalization process.This thesis took prison law enforcement risk prevention and control as the research theme,and is based on public governance,risk management,emergency management and other theories.Through literature research,case research,comparative research,questionnaire research and other methods,the study carefully reviewed relevant literature and defined the concept of the paper.Taking the law enforcement risk prevention and control of D prison in Zhejiang Province as an example,through typical case analysis and questionnaire surveys,the existing problems were investigated and analyzed,and the reasons for the problems were analyzed from the national,provincial,prison,and individual police levels.In this study,a total of 150 questionnaires were issued and returned,of which 150 were valid questionnaires,with effective and valid rate of 100%.At the same time,the article referred to good strategies and experience of some domestic and foreign prisons in risk prevention and control.In view of actual situation,there were problems in current police’s ideological understanding,mechanism of risk prevention and control,prevention and control mechanism and other related issues in the current prison law enforcement risk prevention and control.It is proposed that the prevention and control of prison law enforcement risk is a comprehensive management problem,including laws and policies,comprehensive guarantees and working mechanisms,which need to be resolved through the coordinated solution of the state(government),society and prisons.It is recommended that the government should further improve laws and policies,and effectively form a strong guarantee mechanism;the society must establish and improve the social support system for prison risk prevention and control;the prison must further strengthen its own comprehensive capacity building to ensure the continuous deepening of various measures,so as to further enhance the prisons’ capabilities in prevention and control if risks in law enforcement.
