Research On The Prevention And Control Of Re-offending Of Inmates In Heilongjiang Province H Prison While Serving Their Sentences

Prison is a place for prisoners to reflect on and reform their past negligent acts and their motives.However,some prisoners’ pessimistic mood is aggravated due to poor psychological counseling during their prison service.In addition to external incentives and stimulation,they eventually induce their recidivism,which not only affects their own ideological and behavioral transformation,but also tends to cause ideological fluctuations within the service staff group,resulting in adverse effects.It even poses a threat to the prison staff and the personal safety of other prisoners.This challenge of judicial authority during the term of imprisonment has seriously interfered with prison management order.This paper takes H prison in Heilongjiang Province as the research object,and takes the serious negative effects caused by the recidivism of prisoners during their serving time as the premise and basis for the argument that the prison administration departments can reduce such negative effects through active prevention and control.By using the methods of interview,case analysis and literature analysis,this paper makes a comprehensive analysis of Heilongjiang Province.Based on the systematic analysis of the frequency,regularity and causes of recidivism among prisoners serving their sentences in recent years,the main problems existing in the prevention and control of recidivism of prisoners serving their sentences in H prison are summarized and summarized,including the weak sense of responsibility of administrative subjects,imperfect prevention and control system,and prevention and control system.Incomplete,the way of prevention and control is too traditional and poor technical conditions.At the same time,in view of the above problems existing in H prison,the article suggests that H prison reduce and eliminate the occurrence of recidivism during the period of serving prison by strengthening the sense of responsibility of relevant subjects,establishing a Multi-Cooperative prevention and control system,improving the prevention and control system of recidivism during serving prison,optimizing prevention and control means and technical environment,etc.The purpose of life is to ensure the realization of the basic social functions of prison education,reform and development in the sense of order maintenance.
