A Research On The Price Determination For Major Public Projects Of The Government

In the process of promoting major public projects,the government needs to correctly handle its relationship with the market and society,as well as other related problems.Generally,pricing determination is highly professional,technical,and administrative.In particular,the price mechanism of major public projects needs scientific analysis and research.The 19 th Asian Games is going to be held in Hangzhou in 2022.It has become a major public event with great social,political,economic and cultural influence.Therefore,it is of practical significance to study price determination and relevant problems.From the perspective of public management,this paper,which adopts case analyses as its main method along with documentation and theoretical analysis being affiliated method,starts with the price determination work of the VIK(Value in Kind)Project of the 19 th Asian Games and tries to clarify the relationship between the government and enterprises,the market as well as the society in the process of price evaluation of such major public projects.It aims to provide the government with a more optimized solution for pricing issues.In the study,three pricing cases of the VIK Project are selected as typical cases.Through the study on the identification subjects,procedures,difficulties,risk control and other aspects involved in the cases,deficiencies of the current government projects were explored.The research has found that there are five problems in the price determination work: incomplete laws and regulations,inadequate risk prevention,complicated objects involved,unbalanced team building and ineffective digital empowerment.Based on the function of Hangzhou Price Certification Center and combined with the local actual situation,this paper explores innovative approaches and puts forward the countermeasures,including promoting legislation to optimize system construction,preventing risks and improving identification procedures,coordinating development and making good use of services,vigorously strengthening the construction of the talent team and achieving digital empowerment driven by innovation.
