From 1993, President Clinton and Vice President Gore of the U .S .A brought forward the E-Government. E-Government has developed all the world. At present, E-government construction develops rapidly in our country. As more projects been constructed, more problems appears. The premise: project never comes in built on-time, on-budget, it always breaks down. The main key to solve the problem is settling the Principle-agent relations between client and attorney.E-Government projects construction are various in different regions. This paper concentrates on studying Principle-agent relations of E-Government projects construction and other relevant issues in Zhejiang province.Firstly, the paper gives a certain definition of E-Government, then makes a research on Principle-agent theory, finally introduce the system of the project management.Secondly, according to the survey of government officials and IT executive managers, the paper discusses the E-Government actualities in Zhejiang province and the relationship of the project capital with both project date and project budget. At the same time, the paper analyses the effect among various construction models and points out the difficulties and obstacles about the E-Government. According to the results, the paper researches the problem about the Principle-agent. In succession the paper analyses the reasons that baffle the construction of the E-Government.Thirdly, the paper summarizes the E-Government construction actualities in Zhejing province. Based on all of the above study and the results of sampling survey, suggestions of E-Government projects construction criterion are put forward.At last, two cases about "China Zhejiang" and "Economic &Trade Commission of Zhejiang Province" website construction are given, the paper analyses the construction process and the experience.
