The Indonesian Center for Strategic and International Studies(CSIS)is the largest think tank in Indonesia and the third largest think tank in Asia.Indonesia’s more than four decades of development is intertwined with it.CSIS plays an important role in the formation of Indonesian foreign policy and the design,formulation and evaluation of its diplomatic strategy.It also affects Indonesian China policy.Domestic scholars pay less attention to it,but for a comprehensive understanding of Indonesia’s policy towards China,it is increasingly impossible to ignore the role of CSIS behind it.In particular,as the "Belt and Road" initiative and the "Global Maritime Fulcrum" strategy are deeply connected,CSIS has raised its focus on China to an extremely important level,providing policy advice and policy consultations to the government,playing a very important role in the formulation of Indonesian China policy,Therefore,studying CSIS’s China policy tendency and its influence and role in Indonesian China policy formulation have an important strategic significance for further understanding Indonesian China policy,deepening China-Indonesia relations,and promoting the development of the "Belt and Road" initiative.This article takes CSIS as the research object,analyzes its development history,operating mechanism,and research on China,grasps its tendency toward China,and analyzes the influence of CSIS in the process of formulating policies on China,which will help to explore the underlying reasons behind the formation of the Indonesian China policy.It also have opened another window for us to understand the Joko Widodo’s Government China policy.The first part of the article analyzes the development history,operating mechanism,positioning and characteristics,and main achievements of CSIS,highlighting that CSIS has maintained a close relationship with the government since its establishment.Relying on the development purpose of high quality,independence and influence,has always been the most authoritative and influential think tank in Indonesia,and also has an important position in Southeast Asia.The second part mainly reviews CSIS’s research on China,analyzes CSIS’s policy toward China,and explores the root causes of CSIS’s attitude toward China from the domestic political,economic,and strategic security levels.The third part is a specific analysis of the reasons and methods of CSIS’s influence on China policy.First,it analyzes the reasons why CSIS can exert influence in the Joko Widodo’s Government from the perspective of theory and reality.Based on the theory of power stratification,it analyzes how CSIS,as the creator and disseminator of ideas,builds a bridge of knowledge and policy to influence China policy,and analyzes its influence transmission mechanism and specific influence methods.The fourth part first analyzes the three major functions played in the formulation of China policy.Secondly,I will analyze the evolution and characteristics of the Joko Widodo’s government’s China policy.Finally,I will conduct a horizontal comparison of the focus of the CSIS’s China policy and the characteristics of different stages of the Joko Widodo’s government China policy,and finally concluded that CSIS has a different degree of influence on the Joko Widodo’s government China policy in different types of policy areas:CSIS has a greater impact on special and normal foreign policies,the impact of crisis-oriented foreign policy is relatively small.The concluding part is to summarize some of the main points of this article and put forward some suggestions on our country’s diplomatic work.In view of the significant influence of CSIS in Indonesia,our country should strengthen research on CSIS.
