A Study On Government Guiding Mechanism For The Application Transition And Development Of Private Undergraduate Colleges In Jiangxi Province

With the development of local economy,the transition and upgrading of the industries,the contradiction between the demand of enterprises for enterprises technical talents and the academic and theoretical talents cultivated by local universities has been becoming more and more prominent.In order to adapt to the adjustment and upgrading of the local economic structure,as well as for better survival and development,it is very necessary to choose application transition for undergraduate colleges.In February 2014,China’s cabinet,the Standing Committee of the State Council,Premier Li Keqiang has clearly pointed out that a number of local universities should be guided to transform into technology-oriented universities.In February 2015,in order to actively implement the national policy,The Education Department of Jiangxi province launched the pilot work of transition and development of undergraduate universities,actively adapted to the social needs,and promoted the teaching reform.As an important member of local undergraduate universities,the transition of private undergraduate college has attracted much attention from the public.Private undergraduate colleges are closely related to local economic development,which can promote regional economic development,and the development of regional economy also effects the development of private colleges and universities.The transition and development of private university must be based on the own development status and the particularity of survival needs.It is forbidden to copy or imitate public universities.By 2019,the number of private universities in Jiangxi province is 8(excluding 13 independent colleges),accounting for 17.78%of all undergraduate colleges in the province,which has played a great role in cultivating application oriented talents adapted to local economic development.However,in the process of practical application transition,there are also many problems,such as the lack of specialty features,specialty settings do not reflect the application oriented characteristics,not closely integrated with local economy,and so on.Based on the above problems,this research focuses on the government guidance mechanism of private undergraduate universities and analyzes the current situation and difficulties of government guidance in the process of transition through the comprehensive investigation and analysis of the Y of the pilot universities in Jiangxi Province,then it puts forward some suggestions to optimize and perfect the government guidance mechanism in the application transition and development of the private universities in Jiangxi Province,so as to explore the road of the transition of the private universities suitable for our province.According to the research methods of literature,case study,expert consultation and investigation,this research selected Y private undergraduate university―one of the first ten pilot universities in Jiangxi Province as a case,analyzed the present situation and existing problems of government guidance in the transition and development of Jiangxi Province private universities in detail from the aspects of making relevant laws and regulations,providing financial input support,strengthening standardized management and supervision,and setting up the transition service platform and advised the government to make the relevant laws and regulations under the guidance the theories of the public management and educational policy.We should make efforts to improve the government guidance mechanism of the private universities transition and development in Jiangxi Province by strengthening public financial support,broadening educational financing channels,guiding universities to adjust and optimize professional structure,promoting the integration of industry and education and the deepening of cooperation between schools and enterprises,and formulating a unique evaluation system for applied universities.
