| With the rapid development of Internet technology and the full arrival of the information age,network platforms have become a collision of various views and an amplifier of social public opinion,and the level of governance of network public opinion has become an important measure standards of the modernization of the government governance system and governance capabilities.The sudden COVID-19 outbreak is not only a major test of the government’s emergency management capabilities,but also a major challenge to the government’s ability to manage public opinion on the Internet.Due to the complexity and uncontrollability of public health emergencies,the spread of related online public opinion is stronger,the penetration rate is wider,and the governance is more difficult.However,the current research paradigm and theoretical system of online public opinion governance of public health events in the academic circle are still immature.How to improve the government’s ability to manage online public opinions on public health emergencies has become a practical problem that needs to be solved urgently.This article takes the COVID-19 event as an example.Based on the theory of life cycle and the theory of complex adaptive systems,this article divides the spread of public opinion into online public opinion gestation period,growth period,outbreak period,recurrence period,regression period and long tail period.On this basis,using social network analysis to research on the structural characteristics and evolution rules of the public opinion transmission network of the COVID-19 from the three dimensions of macro,meso and micro respectively:identify the overall and staged public opinion transmission at the macro level and analyze the overall interaction of the public opinion network;the meso level mainly analyzes the group composition of the public opinion communication network;the micro level explores the position and role of individual members in the public opinion communication network,and identifies the key nodes in the network.The study found that the public opinion dissemination network of public health emergencies presents different phase characteristics;the online public opinion dissemination network of public health emergencies presents the characteristics of a multi-level,high-connected and three-dimensional network dissemination structure;Key nodes in the network have a significant impact on the dissemination of public opinion information;Different types of network nodes play different roles in different stages of public opinion development;The internal network of public opinion interaction is centralized.In addition,in the management of online public opinion of this incident the government microblog has exposed some problems,such as weakened core,limited communication effectiveness,lack of intermediation,lack of interaction,and stepped influence.Therefore,the author finally proposes a network public opinion communication control strategy,a cycle management strategy and a collaborative governance strategy from three aspects:the structural characteristics of the public opinion dissemination network itself,the periodic evolution law of the network public opinion,and the synergy of the elements of the network public opinion ecosystem.It can provide a new perspective for the management of online public opinion on public health emergencies.The possible innovations of this article are as follows:One is the innovation of research perspective:It is an interdisciplinary comprehensive analysis that combines the knowledge of public management and communication with the study of online public opinion;The second is the innovation of research content:The Internet public opinion is regarded as a complex network system in which multiple agents interact,and it is novel to analyze the characteristics and evolutionary laws of the Internet public opinion.The third is the innovation of research methods:Using social network analysis methods and case analysis methods,combining quantitative and qualitative research,and fully taking into account the influence of time variables,the network structure characteristics and the interaction between network nodes in different evolution stages of the network public opinion were analyzed in detail to make the research results more convincing. |
