Research On Governance System Of One-Core Two-Wing Multiple-Body Under The Background Of Epidemic Prevention And Control

The urban and rural communities are the basic elements of social governance.Governance in urban and rural communities concerns the implementation of the Party and country’s major policies,the vital interests of residents and the harmony and the stability of basic unit.However,along with the profound changes from social structure,production mode and organizational form,the prominent problems of governance in urban and rural communities have been exposed,which like the lack of a key guiding role,the insufficient participation of multiple subjects and the insufficient allocation of resource factors.Therefore,the Party and country put forward the strategic requirements of strengthening and improving the construction of the urban primary party and constructing the urban and rural community governance system led by the primary party organization and the primary government with multiple participation and joint governance.Yuancheng district of Heyuan city,which is based on urban grass-roots party construction,preliminarily builds governance system of One-core Two-wing Multiple-body.It contains community party organization as the core,official agencies in the community and social organizations as the two wing,neighborhood committees,owner committees,property company and emerging organization for multiple main body.This governance system builds effective interactions under the leadership of party in the community and force booster quality development of urban and rural community governance.This essay focuses on a systematic study of the exposed intensively problems of governance system of One-core Two-wing Multiple-body under the test of epidemic situation,using literature research method,case research method,investigation research method and applying the public governance theory.Firstly,it introduces the background and the basic connotation of governance system of One-core Two-wing Multiple-body to make An in-depth explanation.Secondly,it analyzes the practice and results of governance system of One-core Two-wing Multiple-body such as the area cooperative system with the core of community party organizations,the consultative mechanism bases on contacts and associations,the interconnection and interaction mechanism orientes by normal communication,the check-up and evaluation system takes a first charge of the Party governance as the main body,and the service system of the Party and the masses by facilitating people;and then analyzes the problems and reasons of the weakening of primary party organizations in the central role,the imperfection of community’s co-construction and interconnection and interaction mechanism,the mismatch of community resources element allocation and rights and responsibilities,the imperfection of the ideas and the applications in the community informatization,in order to systematically summaries the doing and the missing of governance system of One-core Two-wing Multiple-body doing and what it faces.Lastly,the section,learning from domestic and foreign experience,analyzing the importance of strengthening political leadership,optimizing the connection of interests and deepening the orientation of the people,puts forward the countermeasures to optimize the governance system of One-core Two-wing Multiple-body and improve the capacity and level of governance in urban and rural community.
