The report of the 20 th National Congress of the Communist Party of China pointed out that "we must adhere to the clear guidance of grasping the grassroots level,and build grassroots party organizations into a strong fortress for effectively realizing the leadership of the Party.Currently,urbanization in China is accelerating,with the urbanization rate of the permanent population exceeding 64% in 2021.As the basic unit of urban grassroots governance and the "last meter" for the party and government to contact and serve the masses,urban residential quarters have gradually become the fulcrum of urban grassroots party building,the gathering point of various social groups,and the intersection of various interests.The level of governance directly affects residents’ sense of well-being and satisfaction,and it is imperative to strengthen the leading role of the party’s Playmaker.Currently,the governance of urban residential communities in China is facing problems such as low autonomy,frequent property disputes,and prominent conflicts between owners and property companies.Various regions are actively exploring community governance methods led by party organizations,jointly constructed by multiple entities,and jointly governed.The research object of this paper is the urban residential quarters in L City.The main research question is what outstanding contradictions generally exist in the current process of urban residential quarter governance? What are the problems and causes? How does Party building lead the governance of urban residential communities? What are the specific practical paths? What are the remaining shortcomings? What measures need to be taken in the future to strengthen and improve work? Wait a minute.In response to these issues,this article will combine the needs of community residents and practical work,and explore effective ways to strengthen party building leading urban residential community governance under the new situation from the perspective of "embedding".This study comprehensively adopts the methods of accessing the internet,books,and relevant literature to sort and categorize the research on governance theory and social organization development by domestic and foreign scholars,familiarize themselves with the relevant theories and research status of community governance,and consolidate the theoretical foundation.Secondly,through the survey method and case study method,taking residential areas within the urban area of L City as the main object,extensive online questionnaires were carried out,and in-depth interviews were conducted at the grass-roots level.The governance effectiveness of urban residential areas in L City was summarized and summarized.Through the application analysis of embedded governance theory and collaborative governance theory,the problems in the governance of urban residential areas in L City were comprehensively sorted out,Deeply analyzed the formation mechanism of the problem.Thirdly,by analyzing and studying the types of domestic community governance,this paper summarizes and refines the relevant experience of the Party building leading community governance in Pudong District of Shanghai,Bishan District of Chongqing,and Huli District of Xiamen,with a view to providing useful reference for the optimization of the governance path of urban residential communities.Finally,by constructing a framework system with party building as the core,organization as the foundation,responsibility as the support,and good governance as the goal,we propose countermeasures and suggestions to strengthen party building in leading the governance of urban residential areas,focusing on improving the organizational system,strengthening party leadership,improving institutional mechanisms,playing the role of party members,and resolving conflicts and issues.We aim to make up for the shortcomings in governance and effectively promote community autonomy,Accelerate the modernization of the urban grassroots governance system and governance capabilities. |
