Research On The Dilemma And Countermeasures Of Multiple Governance In Demolition And Resettlement Communities

With the rapid development of China’s economy and the increasing size of cities,more and more land has been included into the urban functional planning area,especially the suburban villages close to cities.With the construction demand of various industrial parks,university towns and etc.,large-scale expropriation has been generated.By the government unified planning,the resettlement community should be born.Because the construction of the resettlement community stands for the government’s behavior,it has its own characteristics on community management,which mainly reflected on the governance bodies.Achieving a good governance effect through reasonable multiple governance is related to the happiness of the people and the harmony and stability of the grassroots.Therefore,it is of great practical significance to explore a appropriate multiple governance method for the demolition and resettlement communities.Through field research,this paper started from the study of governance reality,finding out the phenomenon that diversified governance bodies were developed after the single form at the beginning in this community.Each governance body is produced with the development of governance needs,but to achieve effective governance effect can not be realized overnight.The actuality shows the phenomenon of diversified governance bodies with no effective governance.Through the analysis of this community multi-participation governance problems,found From the point of community internal governance,the actions of the core governance body,responsibility governance body,participate governance body and the essential governance body do not match their obligation and responsibility.It is mainly manifested as that the government department or government dispatched institutions have done too much,while the other governance bodies are difficult to play their proper roles.In order to eliminate the defects and difficulties in this kind of community,it is necessary to explore a way to adapt to it.According to the characteristics of the resettlement community,this paper puts forward the methods of building an external governance system countermeasures,building the community governance system with the The Communist Party of China as the core,and developing the governance bodies.
