According to the latest statistics of the National Bureau of statistics,China’s aging population accounts for 18.1%,the scale of disabled elderly is expanding,and the problem of elderly disability has aroused widespread concern.The implementation of family planning policy has brought the trend of family structure miniaturization and core,which has brought great impact on the function of family pension security in China.In sharp contrast to the fierce elderly disability problem and the weakening family security function,the construction of China’s elderly care system is still in the primary stage,and it is still not perfect in protecting the welfare of the disabled elderly and maintaining the family function.In order to meet the long-term care needs of the disabled elderly and improve the welfare of the disabled elderly and their families,the government has made many beneficial explorations and attempts in solving the long-term care problems of the disabled elderly,the most important of which is the introduction of the "Long-term Care Insurance"system.In 2016,the long-term care insurance system entered the first phase of the pilot phase in China.So far,the pilot effect has begun to show.Family support is the main resource for the disabled elderly to obtain long-term care.The impact of the implementation of long-term care insurance system on the family intergenerational support for the disabled elderly needs to be evaluated and explored.Based on the data of Chinese Longitudinal Health Longevity Survey(CLHLS)in 2014 and 2018,this paper explores the influence of long-term care insurance system on family intergenerational support for the disabled elderly by adopting the method of propensity score matching double difference(PSM-DID)with the disabled elderly over 65 years old as the research object.The results show that,Firstly,the long-term care insurance system will significantly"crowd out" the intergenerational economic support of the disabled elderly,and urban and rural areas show the same crowding out effect.Secondly,the long-term care insurance system will "crowd" into the informal care time of the family,which shows a better crowding in effect in rural areas than in urban areas.Thirdly,the long-term care insurance system plays a limited role in promoting the choice of home care for the disabled elderly,but it will increase the probability of the choice of institutional care for urban families.Fourthly,long-term care insurance can promote the family spiritual consolation function,especially for rural families.Based on the previous research results,this paper holds that it is necessary to further improve the long-term care insurance compensation scheme,establish informal care support policies,give full support to family caregivers,promote the choice of home care mode,integrate multiple resources,improve the long-term care service system,improve the multi-level social security system,strengthen the coordinated management of the long-term care insurance security system,endowment insurance,medical insurance and social assistance can ensure the family care responsibility.
