Research On The Use Of Labor Union Funds For The General Union Of A City

In our country,the labor union as the own organization of workers,has developed for 70 years along with the establishment of the Republic.It plays an indispensable role as a bridge among the party,the government and the masses of workers.At the same time,it is also a legal organization to safeguard the legitimate rights and interests of the workers,and it is the core channel for the workers to respond to the party and the government.Especially in the new situation,how to strengthen the links between the party and the masses,it is even more irreplaceable by any organization.Therefore,the construction of a good labor union organization is one of the important work of the party and the government.The construction and development of the labor union organization cannot do without the support of funds.As early as 2004,our country has begun to reform the manual system and policy to ensure the maximum economic and social benefits of the use of labor union funds.After the reform and development for more than 10 years,the benefits for the use of labor union funds have been significantly improved.However,we should also see that this improvement is limited.There are still many problems in the use of labor union funds which need to be reformed.Under such a background,this paper takes the general union of A city as the research object to study the use of funds,hoping that the research results will promote the use of funds from the general union of A city.At the same time,it also provides reference for other municipal general union.Through the research,it is found that the use of funds of the general union in A city is generally good,but there still exists many problems.It mainly includes the following aspects:disjointed budget and actual work,unreasonable expenditure structure and low utilization rate of remaining funds.The reasons for the above problems lie in:insufficient attention to the use of labor union funds,the lack of effective review and supervision mechanism for the use of funds and the lack of performance evaluation for the use of funds.In order to promote the development of the labor union,it is necessary to improve the budgetary effectiveness for the use of funds,strengthen the execution for the use of budgetary funds,establish an effective review and supervision mechanism for the use of funds,comprehensively promote the performance evaluation system for the use of funds and improve the efficiency of the remaining funds.The improvement measure for the use of trade union funds proposed in this thesis is aimed at the existing problems which can effectively solve the existing problems for the use of the union funds for the general union in A city because of its pertinence.This research of this thesis is of great value for improving the efficiency for the use of labor union funds and promoting the development of labor union work.
