Liaohe Research On CPLEC's Labor Union Working Target Management

China Petroleum Liaohe Equipment Company (CPLEC), with 1.2 billion yuan fixed assets and nearly 2 billion yuan annual production value, is a large state-owned enterprise under the charge of China National Petroleum Corporation (CNPC). We are going through the transition from planned economy to market economy and the establishment of a modern enterprise system. Some contradictions and problems begin to appear at the same time with a specific form in this special period because of the collision between plan and market, tradition and modern. The job of labor Union is also met with unprecedented difficulties and challenges. These challenges are mainly reflected in three aspects, one is administrative management, the second is staff questions, and the last is self-construction lagging of labor union. These problems make a big trouble to the union administrators, restrict union development, and affect union image. How to solve these problems and how to get out of the predicament currently has become a primary issue in need to be solved for the labor union.This paper is closely around these questions, from theory to practice, macroscopical to microcosmic, foreign to domestic, systematically to research and discusses CPLEC's union working situation, development trend, future direction, the goal to achieve and the way to realize. The article is divided into three parts:firstly, the article accurately grasps the work positioning of labor union; reviews the theoretical form process, especially development of Chinese labor union; makes clear of the basic rules in development and changing of Chinese labor union. All these provide basic theoretical support for researching and discussing CPLEC's union working target management; Secondly, in systematically summarizing breakthrough obtaining, main achievements & experiences, and problems faced for CPLEC in recent years, by analyzing and grasping the union working development trend, the basic working lines and goal about the future are put forward; Finally, following the basic route of the socialism union development with Chinese characteristics, on the basis of theoretical analysis, how to resolve the contradiction, get out of the trouble and achieve the goal of CPLEC's labor union are deeply discussed and researched; "3341" standard is obtained as the best conclusion to achieve the goal, so as to provide certain reference on healthy development for CPLEC's labor union.
