| As an important part of the tertiary industry,the third-party certification industry plays a role in supervising the normal operation of the market and is of great significance in promoting the legality and compliance of all walks of life.In terms of market economy development,the third-party certification as a public policy of aid policy tools,according to the international,national and industry standards for the enterprise to provide quality,environmental,health and safety certification,strengthen enterprise risk and compliance management,transfer market trust,take the government and the market mechanism of the social governance role.This article is based on the perspective of public management,by analyzing the Chinese government to a third party to verify the present situation of the administrative regulation of the industry,combined with the macro environment of the third party authentication industry faces,selected a typical case,the use of government regulation theory,stakeholder theory and other classic public management theory,analyzes our country third party validation industry problems existing in the administrative rules and regulations,so as to put forward to perfect the third party authentication industry administrative controls policy Suggestions.This is conducive to promoting the strategic development of China’s third-party certification industry,improving the quality of the government’s supervision and management of third-party certification institutions,and speeding up the improvement of China’s trust system.This article selects A international certification group Guangzhou branch as A single case study object,the use of government regulation theory,stakeholder theory and so on several classic public management theory,through the depth interview some employees of A company,part of the civil servants of supervision and management departments in our country,collected in the interview data,used the qualitative data,etc.,to the third party authentication integration of the current administrative rules and regulations of the industry,to study government regulators with A company as A representative of the third party certification bodies on the problems existing in the administrative rules and regulations,analyzes the source of the problem and the deep-seated reasons behind,and on this basis,put forward the measure of constructive significance.The study found that although the development of China’s third-party certification industry is very short,but the development is rapid,the number of certification certificates increased year by year.Despite the delay in returning to work due to the COVID-19 outbreak,the data show that the number of certification certificates is still rising steadily in 2020.With the rapid development of the third party audit industry,a lot of abuse and certification,fakes,and even buy sell syndrome is also followed,these phenomena caused damage confidence in third-party certification industry,how to rebuild the confidence of the market,establish a third-party certification orderly and healthy development of the industry,the government administrative control measures in third-party certification field put forward higher requirements.Throughout our country in recent years in the third party to verify the management status of the industry,the CPC Central Committee and the State Council in August 2001 to start the general administration of quality supervision,inspection and quarantine,established the state certification,the establishment of a unified system of Certification and Accreditation Administration,and is responsible for the unified management by Certification and Accreditation Administration,supervision and comprehensive coordination of the national certification and accreditation work,for detecting certification body,accreditation bodies,inspection institutions shall manage the access beforehand and afterwards regulation,this is our country the third party authentication industry important measures of government regulation.However,the research finds that the government’s administrative regulation of the third-party certification industry still has the following problems: the government supervision system is not perfect,and there is vicious competition in the market;The regulatory authorities have insufficient publicity for third-party certification;The level of supervisors is uneven and lack of data analysis talents;Lack of systematicknowledge training for certification supervisors;Administrative regulation is difficult to guarantee the independence of third-party certification institutions.Based on the above findings,this paper proposes the following feasible suggestions: from the perspective of government certification and certification supervision institutions,strengthen the compliance management of third-party certification institutions,improve the training system,and improve the professional quality of supervision and management personnel;Improve the management order and system of third-party certification;Strengthen the publicity of third-party certification and certification business and improve incentive policies;We will strengthen ongoing and ex-post oversight to ensure the independence of third-party institutions. |
