| China’s industry association was born in the special period of transition from planned economy to market economy.In terms of management,it has implemented the dual-track system of registration on civil affairs departments and affiliation with administrative department in charge,it has played the unique advantages of overall coordination and efficient management.With the continuous improvement of the socialist market economy,the malpractice of the integration of industry association and government management and unclear responsibility has gradually become prominent.To realize the decoupling of government and industry association is not only the general trend of government reform,but also the inevitable requirement of building a new relationship between the government and industry association.From the theoretical perspective of embeddedness,based on the concept of "embedded autonomy",this paper constructs an analysis framework and conducts a case study of Y City Construction Industry Association.After decoupling,there’s a basic logic in the relationship between the government and industry association,which still remains a lasting interaction.As the embedded subject,the gover nment,within the scope of policy,constantly adjusts the degree of embedding,and continuously affects the operation of industry associations;as the embedded object,industry associations actively seek the protection of social resources and legitimacy from the government.The balance state of mutual construction and coll aborative governance is being formed.At the micro level,there are some deficiencies in the decoupling of the government and industry associations.The government has not yet achieved appropriate embeddedness of industry associations.In terms of management system,the government’s integrated management systems are imperfect,which leads the inconspicuous of the embedded boundary;In terms of decentralization,the government’s position in function transfer and service purchase is conservative,it gains the industrial dominance through informal entrustment and decentralization of marginal functions.The industry association faces the problem of limited autonomy.In terms of structural autonomy,the withdrawal of administrative power makes it face the shortage of human resources,funds and possessions.In terms of organizational cohesion,it’s difficult to form common demands within the association,there are polarizations in members’ affairs participation and demanding reflection,the internal administrative mechanism needs to be optimized.In terms of organizational influence,association needs to improve it’s policy discourse ability and resource invocation.Government moderately embedded in the industry association,should first build a suitable institutional environment which based on the needs of the association.Defining the embedding boundary of the government,optimize the guidance and service functions of the government.Through the construction of institutionalized participation mechanism,effectively implement the function transfer and service purchase of the government to the association,and promote the modernization of the government’s governance ability.To achieve the independent self-governance of industry associations,association needs to change it’s subjective attitude of catering to the government,avoid the excessive administrative tendency caused by the "path dependence",take the industry development and member interests as the guidance,improve the ability of fulfilling responsibilities and the ability of self-governance,constantly play the positive role in industry’s self-discipline and industrial transformation. |
