Research On Improve Judicial Enforcement Of Yidu People’s Court Under Team Mode

“Law enforcement difficulty” has been a focus of people’s courts in judicial enforcement work over the years.Under the background of a new round of judicial reform,comprehensive promotion of enforcement system,enforcement mechanism and enforcement mode reform is the key to basically solving law enforcement difficulty,which can also lay a foundation for overall resolving law enforcement difficulty and make judicial fairness enjoy popular support in the way that common people can perceive.Carry out empirical research on the operation of judicial enforcement team built by Yidu People’s Court in the new round of judicial reform with the core of judge quota system by combining the new requirements for judicial enforcement work of people’s courts in the new era.At present,Yidu People’s Court mainly has the following problems during judicial enforcement team operation: vulnerable to constraints of judicial enforcement right,unclear identity positioning of judicial enforcement staff,loose enforcement team management,unreasonable enforcement performance appraisal system and enforcement guarantee lag.The reasons for the above problems are as below: judicial enforcement system is not perfect enough;there is lack of scientific classified management system for enforcement staff;there is lack of effective enforcement team management;enforcement performance appraisal system is not complete enough;the cognition for the importance of enforcement guarantee is insufficient.Therefore,it is required to enhance judicial enforcement of the team from such aspects as improving judicial enforcement system,establishing scientific enforcement staff management system,strengthening enforcement team management,improving enforcement performance appraisal system and optimizing enforcement guarantee mechanism.Meanwhile,the experience of Yidu People’s Count promoting judicial enforcement of the team should be popularized across the country so as to provide policy reference and practice reference for practically solving law enforcement difficulty nationwide and contribute to building a revolutionary,normative,professional and occupational enforcement team.
