As an effective mode and means of public management,government performance management plays an important role in improving administrative efficiency,improving work style and strengthening the construction of clean government.As the basic law enforcement unit of the city management system has not established a set of standardized,efficient performance management system for job characteristics,evaluation criteria,evaluation methods emerge in an endless stream,a variety of system performance.Urban management department is a citizen service for the purpose,to achieve service functions,assume the responsibility of government departments.Based on the theories of performance management at home and abroad,this paper uses the qualitative and quantitative methods to study the existing problems in the performance management system of C Town Management Bureau,designing a more reasonable performance management system.This paper first refers to the relevant information within the branch,mainly describes the basic profile of C Town Management Bureau,performance management and its future strategic development.Then,interviewed the sub-bureau staff by means of interviews and questionnaires,and analyzed in detail the problems existing in the performance management of C Town Management Bureau based on the survey results.This paper summarizes those following problems in the performance management of branch offices: Lack of comprehensive understanding of performance management,lack of two-way communication in performance management process,unscientific setting of indicators for performance appraisal,inadequate application of the results of performance appraisal.In order to solve the problems existing in the performance management system of C Town Management Bureau,this paper optimizes the current performance management system,focusing on the design of performance indicator system and the improvement of performance management process.In the design of the performance index system,C City Urban Management Bureau Urban Integrated Management Brigade is used as target,and a target assessment scale is set up by using the target management method and the key performance indicator method.Improve the performance management process,mainly to develop a clear performance plan,continuous performance monitoring,design science assessment indicators,instant performance feedback mechanism and the application of performance results.Finally,in order to optimize the performance management system can be effectively implemented,put forward several performance management aspects of the proposal as a supplement to the performance management system.Although this article is based on the research of the C Urban Management Bureau,but in terms of ideas and methods,I hope to provide reference and reference for the design of the performance management system.
