As a large class of civil servants in China,administrative law enforcement civil servants are responsible for safeguarding social fairness and legal dignity,and are the defenders and executors of various laws and regulations.The professional skills and roles of civil servants in administrative law enforcement have an impact on the rule of law and the establishment of an efficient government.In order to maintain the fairness and order of the environment,urban management,labor and culture and other fields,civil servants in the administrative law enforcement category are working hard.Although there are a large number of civil servants and occupy the majority of them,most of the scholars and professors in our country focus their research on the comprehensive management of civil servants and on the administrative law enforcement civil servants.Special group studies are few.In fact,administrative law enforcement civil servants as a major category of civil servants in China,whether their work is effective,play a huge role in social harmony and stability,the management of administrative law enforcement civil servants,should arouse enough attention,arouse deep thinking.The civil servants in city management system,as a kind of administrative law enforcement civil servants,have their own characteristics.For a long time,it has beenmanaged according to the management mode of the civil servants in the comprehensive management category,which has exposed many problems,such as the hopelessness of promotion and the lack of vitality of the law enforcement team.These problems have seriously compressed the professional development space of the civil servants in the administrative law enforcement category,frustrated the enthusiasm of the civil servants in the administrative law enforcement category and hindered their work.The scientific level of administrative law enforcement civil servants management and the improvement of management efficiency are not conducive to the rapid development of administrative law enforcement civil servants.This paper takes civil servants in city management system as the research object,focusing on the reform of civil servants in city management system,from the angle of classified management,combines the professional knowledge of public management and human resource management,adopts the method of combining individual interviews with questionnaire survey,and takes the city administrative law enforcement bureau of A District of S city as the sample.In a comprehensive summary of the achievements of the reform of the classification management mechanism of civil servants in the urban management system,pays attention to enrollment,examination,promotion and training,etc,studies the seemingly independent but interrelated and facilitating links as a whole and dynamic mechanism.In order to find a suitable way to recruit,train,assess and promote the civil servants in city management system in our country,we should innovate the management on the basis of summing up the advanced experience of foreign countries.On the basis of the case study of the Administrative Law Enforcement Bureau of Urban Management in Area A of S City,this paper adopts the methods of literature study,case analysis,questionnaire survey and individual interview.it is found that there are some problems in the reform of urban administration and Law Enforcement Bureau in A District of S city,such as the lack of system,unreasonable links,lack of stability and effectiveness.In view of the possible causes of these problems,we conduct in-depth analysis from the perspectives of concept,management and system.On the basis of thorough analysis of the above problems and combined with theadvanced experience of foreign countries,The paper starts from three angles: law enforcement personnel,employing units and organizational departments,and puts forward some countermeasures,such as changing the thinking,correcting the attitude,enrolling well,checking practically,strictly observing the promotion pass,grasping the training pass and creating the environment,perfecting the supporting system,and striving to improve the management of civil servants in city management system in China.
