| As a hot topic and difficult problem in the management of education modernization,to reduce the burden of primary and secondary school teachers has attracted the attention of the nation and the society.For quite a long time,frequently occurred evaluations,assessments,supervisions and inspections involving schools and teachers,as well as different kinds of randomly arranged affairs like information collections and statistical surveys,have affected the school’s education and teaching order,costing teachers large amounts of energy and time.Burden-reduction policy for primary and secondary school teachers is a positive response to the excessive burden and plays an important guiding role in protecting teachers’ rights.This paper,taking the implementation of burden-reduction policy for primary and secondary school teachers in S City as the research object,collects and collates data gathered from literature review,interview survey and questionnaire survey.According to the research,S City has formulated and introduced burden-reduction policy for teachers in recent years,and has implemented it through multiple channels.The supervisions,inspections,evaluations and assessments involving primary and secondary schools and teachers have been streamlined,and social affairs undertaken by schools have become increasingly standardized.However,in the process of policy implementation,it still faces predicaments,such as unclear policy objectives and standards,insufficient resources and imperfect procedures,together with deficient joint efforts of implementing institutions,low efficiency of policy implementers and poor environment for policy implementation.The research shows that the ambiguity and conflicts between policy objectives and standards,unreasonable allocation of policy implementation resources,inadequacy of communication,coordination and implementation methods,unapparent characteristics of policy implementation institutions,deviation of policy implementers’ value orientation,and constraints of policy implementation environment are the reasons for the predicaments in the implementation of burden-reduction policy for primary and secondary school teachers.We can improve policy objectives and standards,optimize resource allocation,strengthen coordination and cooperation with external units,refine implementation methods of the implementation institutions,reinforce the value and cognition of the implementers,and create a better environment,so as to promote the implementation of the burden-reduction policy for primary and secondary school teachers. |
