Research On The System Of Deputies Of County Level People’s Congress Contacting The Masses

According to the Constitution and the law,deputies to the people’s congresses at all levels are members of the state organs of power at the corresponding levels.It can be seen that deputies to the people’s congresses are a special public post.Since the 18 th CPC National Congress,the party has made a series of judgments about the people’s Congress system,which makes the status and role of the people’s Congress more apparent.In the new situation,the research on the people’s Congress system has made a lot of new achievements.As the core of the representative system,the performance of deputies to the National People’s Congress is of great significance to adhere to the improvement of the National People’s Congress system and give play to the advantages of the system.Improving the ability of NPC deputies to perform their duties and enhancing the effectiveness of their contact with the masses are the key measures for the broad masses of Chinese people to participate in the management of national public affairs in accordance with the law,protect their own rights and interests,and enhance the well-being of people’s livelihood.It is of great significance to adhere to and improve the NPC system,give full play to the superiority of the fundamental political system,and accelerate the realization of the overall goal of national reform and development.In recent years,with the orderly advancement of the comprehensive reform of governing the country according to law and the continuous strengthening of the concept of "governing the country according to the constitution",the ability of deputies to the National People’s Congress,especially the grassroots county-level deputies to perform their duties,has increasingly become a hot issue of public concern.Theoretically,whether the grassroots county-level deputies can perform their duties effectively reflects whether the people’s Congress system has been effectively implemented and whether the people’s right to be the masters of their own country has been effectively guaranteed;practically,compared with the national,provincial and municipal level deputies to the people’s Congress,the county-level deputies to the people’s Congress are directly elected by the voters with a large number and can directly listen to more people’s opinions The voice of the masses,reflecting the opinions of the grassroots,is an important starting point for the modernization of the national governance system.Based on the previous research results,this paper analyzes the content and changes of representative theory at home and abroad,defines and analyzes the concept and connotation of county-level deputies and their ability to perform their duties,and collects,organizes and studies relevant works and literature at home and abroad through literature review.Read the theoretical articles,books and materials related to the system of the people’s Congress;comparative analysis method,analyze and improve the literature and research data,analyze and compare the problems from many aspects,and use the methods of lists and charts to draw clear research conclusions;empirical research method,through the empirical research on the situation of F County People’s congress deputies’ contact with the masses,try to make an empirical research on F County People’s Congress Based on the analysis of the current situation,existing problems and the causes of F County People’s congress deputies’ contact with the masses,this paper puts forward the corresponding countermeasures and improvement ways of County People’s congress deputies’ contact with the masses.This paper is divided into four parts.The first part is the introduction.This paper expounds the background and research significance of the topic,combs the research status at home and abroad,introduces the key research contents and methods,as well as the key points,innovation points and difficulties of the article.The second part is about the related concepts of the system of county-level deputies to the people,the responsibilities of county-level deputies to the people,and the theoretical and legal basis for county-level deputies to exercise their functions and powers.The third part is the analysis of the current situation of the system of County People’s congress deputies contacting the masses--Taking F County People’s congress deputies contacting the masses as an example.This part includes the basic situation of F county’s deputies to the people’s Congress and the people’s Congress,and the problems existing in the current system of county-level deputies to the people’s Congress connecting with the masses.Specifically,the laws and regulations of county-level deputies to the people’s Congress connecting with the masses are not perfect,the mechanism of county-level deputies connecting with the masses is not perfect,some county-level deputies to the people’s Congress connecting with the masses have some problems,and some county-level deputies to the people ’ There are formalism in the process,some county-level people’s congress deputies’ ways and means to contact the masses are not scientific,county-level people’s congress deputies’ safeguard measures to contact the masses are not in place,and a questionnaire survey on the situation of F county’s people’s congress deputies’ contact with the masses is carried out.The fourth part is to improve the ways and means of the county people’s Congress to contact the masses,including strengthening the construction and publicity of various laws and regulations,improving the system and mechanism of the county people’s Congress to contact the masses,constantly improving the quality of the county people’s Congress,being good at using the Internet form to contact the masses,and constantly innovating the practice form of the system of the county people’s Congress to contact the masses.This paper is not only limited to the research of relevant theoretical knowledge,but also pays more attention to practical analysis,reasonably combines the two,and systematically analyzes the problem of NPC deputies’ contact with the masses.The concept of deputy to the National People’s Congress is very rich,involving more professional knowledge.Limited by their own subject knowledge and level,it is difficult to make a more in-depth analysis of some problems,such as budget supervision in the performance of their duties.In addition,the performance of deputies to the National People’s Congress is highly practical,and the relevant departments do not have a comprehensive grasp of the materials on the performance of deputies to the National People’s Congress,which makes it impossible to make further research on some problems due to the lack of supporting materials.In a word,the performance of NPC deputies is a subject that needs long-term attention.This paper is only a preliminary discussion on this issue.
