| Deputies to county-level people’s congresses represent the will and interests of the people,and the play of their role largely depends on the improvement of their ability to perform their duties.However,in reality,there are inactivity,inaction and poor performance in the process of performing their duties.In order to restrain deputies’ behavior and improve their performance of their duties,local governments have tried to assess the performance of deputies to People’s congresses.Assessment is a very meaningful attempt,which can restrain deputies’ behavior and stimulate their enthusiasm and initiative in performing their duties.As the performance assessment of NPC deputies is still in the exploratory stage,there are still few relevant studies,and systematic studies are insufficient.On the basis of combing the existing theories and literature,this paper adopts the case study method,interview method and questionnaire method to study and analyze the performance assessment of deputies to the People’s congress of P County of Sichuan Province as the entry point,hoping to provide reference value for the long-term development of the performance assessment of deputies to the People’s Congress at the county level.It is found through research that the performance assessment of deputies of P County People’s Congress is carried out under the leadership of the Standing Committee of P County People’s Congress.It is mainly based on the archival registration system,that is,the Performance Manual is issued to deputies so that they can record their daily performance of duties.At the end of each year,deputies fill in the Annual Performance Assessment and Evaluation Form based on their performance of duties.The Working Committee of Personnel Representatives of the Standing Committee of the county People’s Congress collects the evaluation form,analyzes and summarizes the performance of the deputies according to the form,and finally reports it to the chairman’s meeting of the Standing Committee of the People’s Congress to evaluate the performance of the deputies.On this basis,the "three connections" work and the review work are also embedded to assess the representatives in these three ways.The overlapping of the three assessment methods enhanced the deputies’ sense of representation and their sense of performing their duties,enhanced the people’s sense of trust and support for the deputies,and enhanced the overall effectiveness of the work of P County People’s Congress.However,due to the problems such as the improper composition of the assessment subject,the formality of the assessment process and the difficulty in applying the assessment results,the performance assessment of deputies of P County People’s Congress is difficult to achieve further results.The reason lies in the deviation of ideological understanding,the insufficient supply of system,the imperfect assessment mechanism and the relatively backward assessment method.Combined with the actual situation of P County and the beneficial attempts of other places,we can break through the development predicament of the performance assessment of P County People’s Congress from the aspects of enhancing the ideological understanding,optimizing the top-level design,perfecting the assessment mechanism and improving the assessment methods. |
