Research On The Improvement Of The Performance Of Deputies To County-level People’s Congresses From The Perspective Of People’s Democracy

On November 2,2019,General Secretary Xi Jinping first put forward the important judgment that "people’s democracy is a democracy of the whole process".In 2021,in the speech at the conference celebrating the 100 th anniversary of the founding of the Communist Party of China,the theory of "the whole process of people’s democracy" was further formed,and "developing the whole process of people’s democracy" was taken as an important requirement and goal of the new journey.As a legal form,to ensure that state organs and their staff always exercise their power in accordance with the will of the people,the people’s congress supervision is not only an important form of people’s democracy in the whole process,but also a "booster" for the practice and development of people’s democracy in the whole process.As the main body of people’s congresses,deputies to people’s congresses are the basis for the effective implementation of their oversight work,the will of the people,and the effective implementation of people’s democracy in the whole process.Although the work of community-level NPC has been paid attention to and developed in recent years,there are still some gaps in the effectiveness of community-level deputies in performing their duties,their work needs,and the expectations of the people.This thesis holds that the research on the improvement of the performance of deputies to the NPC at the county level from the perspective of the whole process of people’s democracy can not only further play the role of deputies,beneficial to the people’s congress of the system innovation and improvement,but also can assist in the work of grassroots organs of state power,better promote the whole process of people’s democracy.This article takes N county county-level people’s congress representative as an example,through literature method,in-depth interview method,questionnaire method,analyze the current situation in the performance of the deputies to their duties.Through the research and analysis,this thesis holds that there are four main problems in the performance of county people’s congress deputies performing their duties in N county: On the ideological level,some representatives of the initiative to perform their duties is not enough.The ability level is not high,their own quality level is uneven.There are not many ways to perform their duties,and the representative activities are relatively single.The system and mechanism are incomplete,the representative performance system is not perfect and other problems,and the reasons for these problems are analyzed.On this basis,combining the theory of the representative system,the theory of the people’s congress system and its successful experience,some suggestions and countermeasures are put forward,such like uphold the overall leadership of the Party and develop people’s democracy throughout the whole process;improve the systems and mechanisms to enhance the awareness of NPC deputies in performing their duties;combining theory and practice to comprehensively improve the NPC deputies’ ability to perform their duties;strengthen service support to ensure that NPC deputies perform their duties.
