Research On Governmental Credit In The Cooperation Between Government And Social Capital

2020 is a key year for china to build a well-off society in an all-round way.All regions are actively exploring the cooperation model between the government and social capital.Key areas such as "two new and one heavy",poverty alleviation,rural revitalization,and ecological environmental protection have been introduced to promote regional development.The wide application of the government-social capital cooperation model also puts forward higher requirements on my country’s government affairs environment.In particular,the government affairs integrity environment is the key to our country’s attraction of social capital cooperation.With the vigorous development of the government-social capital cooperation model in our country,the cumulative warehousing rate of projects has steadily increased,but the problem of untrustworthiness in government affairs still exists,and the government’s contract spirit is weak,the implementation of some projects is not standardized,and government information is asymmetry.The sustained and healthy development of cooperation with social capital brings negative impacts.Therefore,strengthening the construction of government affairs integrity in the cooperation between government and social capital can provide a good investment environment for social capital on the one hand;On the other hand,it is conducive to improving the construction of China’s social credit system,improving the government’s credibility,and building an honest government.it is conducive to improving my country’s social credit system construction,improving government credibility,and building a credible government.Through the research of government and social capital at home and abroad,this paper summarizes the research achievements and shortcomings of the cooperation between the state and social capital to strengthen the construction of national integrity.Based on the five basic principles of administration according to law,open government affairs,diligent and efficient administration,keeping promises,and punishment for dishonesty in the "Guiding Opinions on Strengthening the Construction of Governmental Integrity" issued by the State Council,the five stages of the entire process of government-social capital cooperation are analyzed.Involved in the specific government integrity behaviors,18 typical failure cases in the cooperation between the government and social capital were used to summarize the specific manifestations of the lack of government integrity at various stages;it was pointed out that the government’s awareness of government integrity was weak,laws and policies were not sound,and the system mechanism was not perfect.Perfection is the reason for the lack of integrity in government affairs;on the basis of detailed analysis of the above problems and reasons,it proposes to establish the concept of integrity in government affairs,We should improve policies and regulations,strengthen the construction of the rule of law,and improve the cooperative governance system and mechanism,so as to improve the government and society.Governmental integrity in capital cooperation.
