Research On Long-term Governance Of Rural Living Environment In Guangxi Ethnic Townships

Accelerating the improvement of the rural living environment bears on the health and well-being of the people and is an important link in the implementation of the rural revitalization strategy.As the main body of rural human settlements governance,township governments must take measures according to local conditions,explore long-term governance methods of rural human settlements,and promote the normalization and long-term effectiveness of rural human settlements governance results.Compared with non-ethnic townships,ethnic townships have some differences in social and economic characteristics,which determines the particularity of their rural human settlement environment governance.However,as an integral part of rural human settlement environment governance in China,ethnic townships also share some similarities with other non-ethnic townships.Articles in the rural residential environment governance of carding,on the basis of related literature,guangxi ethnic townships as the research object,using multiple governance and citizen participation in public management theory,field investigation and research on the three typical ethnic townships in guangxi,through literature research and interview method,summarized the practice of the three rural living environment long-term governance and results.The problems of long-term governance of rural human settlement environment in Guangxi Ethnic Township include lack of long-term supervision;The division of labor of management subjects is unclear;The villagers’ participation level is low;The reasons behind the lack of longterm governance can be attributed to the absence of laws and regulations and the lack of supervision,and the lack of binding force of long-term governance.The cooperation of management subjects is not enough,and the long-term governance is not smooth.The incentive mechanism is not sound,and the long-term governance lacks power;Insufficient funds,long-term governance and security mechanism is not stable.Then put forward to promote the Guangxi ethnic township rural human settlement environment long-term governance suggestions,that is to improve the laws and regulations and supervision mechanism;Establish a pluralistic operation mechanism;Create incentive mechanism and perfect guarantee mechanism.The aim is to enrich the research in this field and provide effective reference for other ethnic townships to formulate relevant policies.
