Study On The Problems And Strategies Of Comprehensive Administrative Law Enforcement Reform Of Dalian Transportation

The reform of comprehensive administrative law enforcement in transportation is one of the important fields in the new round of deepening the reform of national institutions,and it is also an important starting point to continuously improve the industrial governance capacity and governance system.Faced with the rapid development of the transportation industry,the existing transportation management system has been unable to adapt to the actual development needs of the industry,and the contradictions and problems in the transportation law enforcement work have become increasingly apparent.Transportation comprehensive administrative law enforcement reform after nearly 20 years of development,has obtained certain achievements and progress,especially the 19 th after the third plenary session of the communist party,the deepening the reform of transportation comprehensive administrative law enforcement work by the party central committee on the important agenda,will transport the comprehensive administrative law enforcement reform as an important task to grasp.This article first introduced the transportation research background and significance of the comprehensive administrative law enforcement reform,to comprehensive reform of administrative law enforcement and foreign domestic traffic law enforcement management related research as the breakthrough point,to clarify the comprehensive administrative law enforcement system reform is characteristic of the institutional reform in our country,but also highly agree with classic and modern public management theory.By defining relevant concepts of comprehensive administrative law enforcement of transportation,this paper reviews the reform and development process of comprehensive administrative law enforcement of transportation in China,and then takes Dalian’s comprehensive administrative law enforcement of transportation as the research object to analyze the achievements and practice of the reform of comprehensive administrative law enforcement of transportation in Dalian.In core section part article,through exploring the transportation in dalian comprehensive administrative law enforcement problems and the cause of the remaining after the reform,at the same time to find more suitable for transportation in dalian comprehensive countermeasures of deepening reform in administrative law enforcement,from chongqing,shenyang,hangzhou,three regional transportation comprehensive administrative law enforcement reform practice case analysis,Summarize the achievements and experiences of the reform of the three places in order to obtain a useful reference for the comprehensive administrative law enforcement reform of Dalian transportation.In the last part of the paper,on the basis of analyzing the problems and causes of the reform,the relevant theories of public management and the useful experience of reform practice cases are fully used for reference.This paper puts forward the countermeasures to further deepen the reform from the following five aspects:revising and improving the system of laws and regulations,clarifying the nature of institutions and the identity of personnel,improving the level of law enforcement team construction,building and upgrading the comprehensive administrative law enforcement information platform and establishing and improving the cross-department cooperation mechanism.
