| Deepening the reform of the comprehensive administrative law enforcement system for transportation is an objective requirement to ensure the rapid development of the transportation industry,serve the economy and society,and help modernize the national governance system and governance capacity.In 2018,the comprehensive administrative law enforcement reform of transportation was promoted nationwide,and various regions faced many problems in the process of integrating and establishing comprehensive administrative law enforcement teams of transportation.Therefore,how to improve and optimize the reform of law enforcement teams is a topic worthy of in-depth study.This paper selects the Chengdu Transportation Comprehensive Administrative Law Enforcement Corps as the research object,and through in-depth analysis of its reform,analyzes the current situation,existing problems and reasons,and puts forward countermeasures and suggestions.The article begins with an introduction to the research background and significance of the reform,of comprehensive administrative law enforcement teams in transportation.Taking domestic and foreign comprehensive administrative law enforcement reform and related research on public sector reform,as the breakthrough point,it summarizes the main factors that affect the reform,effect of law enforcement teams,and combines the theory of human resource capacity building,Public Organization Integration Theory,Organizational Culture Integration Theory,comprehensively use literature research method,interview method,questionnaire survey method and other research methods to conduct a questionnaire survey on law enforcement officers and practitioners in the transportation industry,and empirically analyze the comprehensive administrative law enforcement of transportation in Chengdu.Analyzing the problems of prominent institutional contradictions of the law enforcement team,insufficient strength and quality of the law enforcement team,unsmooth management and operation,and weak cohesion of the law enforcement team.In view of the above problems,this paper deeply analyzes the causes of the existing problems,and puts forward countermeasures and suggestions to optimize the efficient reform,of the comprehensive administrative law enforcement reform team of Chengdu’s transportation.The study found that the unreasonable allocation of resources makes the structure of the law enforcement team prominent,the inflexibility of the establishment and overall planning results in insufficient law enforcement force,the lack of personnel training and development results in the low quality of the law enforcement team,and the imperfect supporting mechanism affects the smooth operation of the law enforcement team,resulting in law enforcement,The main reason for the weak cohesion of the team is that it does not pay enough attention to the construction of team culture.Therefore,we should optimize personnel allocation,dynamically adjust staffing resources,strengthen interim and ex post supervision,strengthen education and training,improve internal and external coordination mechanisms,reshape organizational culture,truly realize the dual integration of organization and personnel,and ensure that comprehensive administrative law enforcement reform is deepened and practical. |
