Research On The Comprehensive Administrative Law Enforcement Reform In Wenzhou City

In order to solve the long-standing problem of overlapping powers and responsibilities and multiple law enforcement in government departments,enhance the modernization of governance capabilities,and enhance the level of rule of law,the central government has made comprehensive administrative law enforcement reform an important means of innovation in the administrative law enforcement system.The comprehensive administrative law enforcement reform first began in the field of urban management,where urban management departments exercise the administrative penalty power of multiple departments.In 2019,the central government implemented comprehensive administrative law enforcement reforms in five major areas: market regulation,agriculture,ecological environment,culture,and transportation.In 2021,Zhejiang Province took the lead in carrying out the national pilot work of "comprehensive integration" administrative law enforcement reform nationwide,promoting comprehensive administrative law enforcement reform across departments and fields.This article takes Wenzhou as the research object and first explains the core concepts of "comprehensive integration" administrative law enforcement reform.Subsequently,the theoretical foundations of the research were introduced,including urban governance theory and street bureaucratic theory.Subsequently,the process of comprehensive administrative law enforcement reform in Wenzhou will be introduced in three stages,and the reform status of Wenzhou City is discussed from five aspects:the establishment of unified comprehensive law enforcement agencies at the provincial,city,and county levels,a larger range of comprehensive law enforcement matters,a more streamlined and standardized law enforcement team,a newly applied unified law enforcement platform at the provincial,city,and county levels,and the "one team five management law enforcement" of townships(streets).According to the investigation and research,it has been found that there are five problems in the comprehensive administrative law enforcement reform in Wenzhou: lack of reform synergy,list of issues to be optimized,inadequate team management,weak practicality of digital applications,and disputes over responsibilities between supervision and law enforcement.The emergence of these problems is due to inadequate understanding of the reform,insufficient evaluation basis for matters,mismatch of manpower and transfer of powers,insufficient localization andintegration of applications,and functional changes caused by institutional reform.In response to these reasons,this article proposes that solutions should be taken from improving the understanding of comprehensive administrative law enforcement,improving the construction of law enforcement responsibility system,strengthening the construction and management of law enforcement teams,strengthening the localization and integration of law enforcement digital applications,and fully utilizing the functions of city and county comprehensive guidance offices.
