| The maritime security cooperation between Russia and Vietnam in the South China Sea can be traced back to the Soviet era.During the Soviet period,the maritime security cooperation of Soviet-Vietnam changed with the changes of their political relations.The Soviet’s military assistance to Vietnam was the main mode during the Soviet period,and it gradually shifted to arms sales.Soviet aid to Vietnam helped Vietnam build the foundation for naval modernization,and provided a historical foothold for Russia’s participation in the South China Sea(SCS)affairs.After the disintegration of the USSR,Russia-Vietnam maritime security cooperation continued the inertia of Soviet-Vietnamese cooperation and realized all-round development,which provided tremendous help to the rapid increase of Vietnam’s naval power and had a great impact on the direction of disputes in the SCS.The focus of this article is on the Russia-Vietnam maritime security cooperation since the end of the Cold War,especially since the new century.The main contents of this article is divided into four chapters.The first chapter combines relevant historical materials,and dates the database of SPIRI and Jane’s database to sort out the historical context of Russia-Vietnamese maritime security cooperation.The second chapter analyzes the reasons why Russia and Vietnam have strengthened maritime security cooperation in the SCS,and study the development direction of cooperation between the two countries.This article believes that there are two driving forces for the increasing cooperation between Russia and Vietnam.Firstly,the two sides can achieve each other in terms of economic and security interests.And secondly,rely on each other to realize the needs of the two countries’ national strategies.In the future,the SCS maritime security cooperation between the two countries will have room for further development in terms of content,scale and level.However,the shortcomings of the Russian defense industry,the differences of the two countries’ strategic,and changes in the geopolitical structure of the SCS will hinder further cooperation between the two countries.The third chapter analyzes the impact of the two countries’ SCS maritime security cooperation.The growing maritime security cooperation between the two countries will put a test on Sino-Russia and Sino-Vietnam relations,and will also affect the development of the situation in the SCS,which is not conducive to the peaceful settlement of disputes in the SCS.The fourth chapter puts forward the measures China needs to take in response to Russia-Vietnam maritime security cooperation.China needs to maintain a clear understanding of Russian-Vietnamese cooperation in SCS,and continue to strengthen its own maritime strength;strengthen strategic coordination with Russia,increase mutual trust,and influence Russia-Vietnamese cooperation through Sino-Russian relations;control Sino-Vietnamese differences and jointly promote the peaceful settlement of the SCS issue. |
