| Legal aid is a legal system that provides free legal relief for the weak free of charge to safeguard the legitimate rights and interests of the parties and ensure judicial justice.In rural areas of China,due to the limitations of economic conditions and legal resources,the demand for legal aid is more intense.The implementation of rural legal aid can protect the rights and interests of the parties and highlight the judicial justice.In the early stage of the establishment of the system,the business scope of rural legal aid is mainly marriage inheritance,migrant workers’ rights protection,etc.but with the rapid development of China’s social economy,especially the in-depth promotion of Rural Revitalization Strategy and the deepening of the concept of rural construction under the rule of law,the scope of legal aid is further expanded,including land contract disputes,maintenance disputes,infringement disputes,environmental infringement,etc.In recent years,with the continuous promotion of China’s policy,rural legal aid has protected the legitimate rights and interests of farmers to a certain extent.At the same time,there are many difficult problems in the objective situation.To this end,China continues to promote the project-based governance of rural legal aid.The central government improves the allocation of rural legal resources by transferring legal resources to grass-roots units and allocating resources such as finance and legal personnel,so as to protect the legitimate rights of villagers.In particular,the system of "one village,one lawyer" and public legal service center can promote the progress of legal aid in China to a greater extent,But there are also obvious shortcomings.Therefore,in 2018,the No.1 central document has written legal aid into the strategic plan for Rural Revitalization(2018-2022 years),and clearly proposed the establishment of a sound rural legal public service and the strengthening of rural legal aid system.In this paper,through on-the-spot investigation,through the actual case collection of relevant data,from the data and the relevant policies around the country to explain the current situation of rural legal aid,and then study the main related content of rural legal aid project governance,through the analysis of the relevant problems encountered in the implementation process of project governance,analyze the deep and the reasons,and put forward the countermeasures,In order to creatively put forward the corresponding solutions,hoping to improve the construction of the rule of law in rural areas to provide some reference. |
