On the background of urbanization and the building of a new socialist countryside,the rapid growth of rural economy is accompanied by endless contradictions in rural areas.Grassroots stability is facing challenges.The demand for legal services in rural areas is increasing,but the legal resources of rural social are relatively scarce."Everyone is equal in the right of law." The supply of public legal services provides a backup guarantee for the rural masses to obtain legal resources equally.Guangdong Province and Zhejiang Province as the representative of the region to establish a mechanism of "a village a legal advisor”.The mechanism as a new carrier of public legal services,which selects lawyers to the grassroots administrative village as a legal advisor and to establish a public service supply mode of wider coverage,more convenient service and more comprehensive services.The mechanism of "a village a legal adviser" is at the stage of development and perfection,and the situation in various places is different.For example,the implementation of the mechanism "a village a legal adviser" is affected by the villagers’ legal consciousness,traditional culture and institutional mechanism in Guangdong’s rural areas.The operation of the mechanism is facing some problems.In this paper,according to influence factors of the research in the mechanism of "a village a legal advisor” in P town,it analyzes and discusses how to solve the problem of the mechanism.It enhances the rural area of "a village a legal advisor” mechanism and to improve the grassroots public legal services work.It riches certain practical research significance in the mechanism of “a village a legal advisor”.The study finds that,first,the implementation of the “a village a legal advisor”mechanism in P town is not satisfactory.Problems include the low rate of awareness of the mechanism,and the enthusiasm of the participants in the enthusiasm is not high.Subsidies cannot reflect differences of labor pay,and the employment mechanism cannot reflect fairness and efficiency.Secondly,the impact factors of the mechanism effectiveness in P town include four aspects: system propaganda,subject participation,incentive mechanism,and employment mechanism.the causes of problems including not paying attention to thepromotion,differences between supply and demand,lack of effective incentive mechanism,employment mechanism is not sound,etc.Third,improve the implementation effect of the“a village a legal advisor” mechanism in the rural area we can do such as integrating the implementation of the mechanism into the performance assessment of the grass-roots organizations;Developing mobile online services;Subsidizing accord to the number of cases;Establishing the talent pool of legal advisers;Setting up a professional group of legal advisers;Training Regularly;Increasing the special investment in legal education;Perfecting employment mechanism and Introducing social forces to establish long-term funding guarantee mechanism,so that to ensure the effectiveness of public legal services.
