Since the 18th National Congress of the Communist Party of China(CPC),as we are deepening reform in every field and promoting social progress,we have also seen conflicts and problems appear from time to time.With the large number of petition letters and visits received by the public complaint handling departments of Party committees and governments,the discipline inspection and supervision departments also take on the responsibility of addressing some of these problems.In particular,with the national reform of the discipline inspection system and supervision system,the scope of supervision by the discipline inspection and supervision departments has expanded and the number of petition letters and visits received has continued to increase.The discipline inspection and supervision departments need to effectively respond to the challenges of how to properly address public complaints and strengthen discipline inspection and supervision under new circumstances,solve the problems encountered in daily work and improve the contentment and satisfaction of the people.In this paper,a case study of the discipline inspection and supervision department at the autonomous-region level of Inner Mongolia Autonomous Region is presented.The discipline inspection and supervision departments at lower levels of administrative divisions in Inner Mongolia are not covered by the study.Through literature review and data analysis,the paper investigates in depth the issues faced by the discipline inspection and supervision department at the autonomous-region level,such as the large number of petition letters and visits,the high proportion of primary-level related problems appeared in public complaints,the need to improve the digital copy quality of the petition letters,and not giving full play to the main responsibilities and roles.To deal with these issues,improvement is needed in many areas,such as the mechanism of the discipline inspection and supervision system and the system for handling public complaints,the law-based governance at the primary level,the quality of the officials addressing public complaints,and the comprehensive analysis of handling public complaints.Taking into account the new requirements in the new era,the author further explores ways to enhance the work of discipline inspection and supervision and public complaint handling.First,improving the system for handling public complaints,and giving full play to the role of supervision and protection.Second,strengthening governance at the primary level to create a conducive environment for the rule of law.Third,enhancing the construction of the public complaint handling department to improve the work quality and efficiency.Fourth,improving the comprehensive analysis of public complaints to provide support for decision-making.It is hoped that by providing suggestions for solving the problems faced by the discipline inspection and supervision department at the autonomous-region level,this study can help to improve the quality and effectiveness of discipline inspection and supervision as well as public complaint handling,and make considerable progress in the fight against corruption. |
