Research On The Role Of Village-level Discipline Inspection Teams In Corruption Control

’Absolute power leads to absolute corruption’.Corruption is the biggest danger facing the Communist Party of China at present.The report of the 19th National Congress of the Communist Party of China emphasizes the overwhelming victory of the fight against corruption.Party conduct and clean government construction and the fight against corruption are related to the quality of Party building in the new era.With the unswerving overall strict management of the Party,the increasingly exposed problem of corruption at the grass-roots level in rural areas has been highly concerned by the Discipline Inspection Organs at all levels and scholars.The Discipline Inspection Organs have always played a key role in the process of anti-corruption in China.At the same time,the reform of the Discipline Inspection Organs has been affecting the effect of the anti-corruption struggle and the process of deepening the reform in an all-round way.At present,the Discipline Inspection Organs at all levels are actively exploring the reform and innovation of the grass-roots discipline inspection organizations in rural areas,which will help to control the corruption in rural areas to a certain extent.This paper takes the Village-level Discipline Inspection Teams in Daxin County,the Guangxi Zhuang Autonomous Region as the research object,through on-the-spot interview method to understand the role of this organization in the governance of rural grass-roots corruption.Firstly,this paper analyzes the research status of the village-level public power supervision and the Discipline Inspection Organs at home and abroad,and provides theoretical and policy basis for the establishment of the Village-level Discipline Inspection Teams from the Marxist power supervision theory and relevant Party and government documents.Secondly,the reasons for setting up the Village-level Discipline Inspection Teams are analyzed from the three historical backgrounds,which comprise strictly administering the party to the grass-roots level,the serious deterioration of political ecology at the grass-roots level,the continuous reform of the institution of the Discipline Inspection Organs,and three practical requirements,which comprise the lack of efforts to remedy the weak supervision of the rural grassroots,the satisfaction of the villagers ’ pursuit of distribution and justice,and the assistance of the higher commission on discipline inspection and supervision.And then,it theoretically explains the authority of the Village-level Discipline Inspection Teams and the role of supervision,education and protection of the corruption at the grass-roots level.Furthermore,focusing on examining the current situation of the Village-level Discipline Inspection Teams in Daxin County to Control Corruption at grass-roots level in rural areas from practice,It includes representative analysis,institutional setting and functional right,experience and effect of effectively tackling rural grassroots corruption,running predicament,and restricting factors of rural grass-roots corruption control.In the end,the author puts forward some countermeasures to advance the role of the Village-level Discipline Inspection Teams in the governance of corruption at the grass-roots level in rural areas,including improving the top-level design,optimizing the rural work environment,promoting the construction of the Discipline Inspection Organ,linking up the village supervision body,innovating the education and publicity of probity,and strengthening the contact with the discipline committee at the higher level.
