Research On The Modernization Of Municipal Social Governance

Social governance,as an important part of national governance,is closely related to people’s expectations and highly concerned by governors.In 2019,the Fourth Plenary Session of the 19 th CPC Central Committee set an action goal of accelerating the modernization of municipal social governance,which provides a top-level design for social governance and points out specific methodological paths.In the year 2021,"the modernization of municipal social governance " was written into the State Council government work report for the first time.It is predictable that the pilot work of promoting the modernization of municipal social governance becomes the key work in the field of social governance at present and in the future period.This paper intends to focus on the introduction of municipal social governance,elaborate the difference between "municipalities" and "cities",and reflect the relevance of this topic from the explanation of the characteristics and roles of municipal social governance.Afterwards,we turn our attention to the modernization of municipal social governance in Hubei Province,select representative cases of municipal social governance,extract the highlights of their governance effectiveness,analyze the implied shortcomings and constraints,and provide targeted improvement paths.Finally,in the conclusion and outlook section,we discuss the values that should be upheld in promoting the modernization of municipal social governance by extending the scope of Hubei to the national level.The analysis reveals that the modernization of social governance in Hubei city is faced with the shortcomings of unleashing the collaborative force of all parties under the perspective of governance community,improving the ability of refined governance under the background of intelligent society,and enhancing the concept of cross-domain governance under the development of city cluster.It is necessary to shape the governance community of multiple subjects,promote the implementation of detailed governance with "wisdom" and "precision",and create a new realm of cross-domain governance collaboration and connection.Rapid urbanization is an important background for the modernization of municipal social governance.The main goal of municipal social governance should be a dynamic balance of social stability and order and vitality,while focusing on the creation of municipal scenes and the shaping of urban brands.In this way,the modernization of municipal social governance can fully reflect the meaning of "people’s city for people".
