As one important part of the government’s human resources management, civil servant performance assessment has been a matter of great concern. Especially in recent years, our economic and social environment have undergone profound changes. The government departments must handle more and more complex affairs, then our society put forward higher standard to the civil servants. How to build a civil service performance assessment system which is suitable for the current market situation is the focal point of present theory and practice horizon.As the govermental departments to provide the information record management to the public, Archives Bureau can be half of the government’s administrative and service level to some extent. The scientific civil servant performance assessment system is very important to the information record management sysetm as well. Based on this view, this paper make research on the civil servant performance assessment system of F city Archives Bureau. Firstly, this paper introduces the background, purpose and significance of the research. Secondly, the theory and practice of building performance assessment system of civil servant at home and abroad have been retrospected. Secondly, we make a review of the related theory, including the motivation theory, the government performance management and the civil servant performance assessment. Thirdly, basing on the related theory and experience, this paper set a model on the civil servant performance assessment system of F city’s Archives Bureau, and design some variables to make a survey, make a descriptive statistical analysis on the collected data. Then we get the evaluation of the current information record management system from the civil servant of F city Archives Bureau. Fourthly, we make a further analysis on the problem and the causation in the civil servant performance assessment. Then we put forward some recommendations on the performance indicators, assessment subject and the assessment procedure for the performance assessment system of F city’s Archives Bureau. Finally, we make a summary of the full text.
