| Since the 19th National Congress of the Communist Party of China,China’s economic and social development has entered a new era of information technology,and the digital economy has flourished in various fields.In 2014,the State Administration of Taxation took the lead in introducing personnel management information technology and promoting the performance appraisal model of data management for civil servants.First,the concept of digital personnel was introduced into the management of cadres and leading teams.In 2019,the digital personnel information management system was widely used in the national tax system.The performance appraisal method for civil servants ushered in a new digital era.The tax department is an important part of the national public service organ,and the civil servants of the tax system are responsible for the important work of tax collection and management.This paper takes the performance appraisal system of civil servants of the tax system as the research topic,which is widely practical and representative in building a new service-oriented government.On the basis of in-depth study of performance appraisal and management theory,summarize and analyze different methods of performance appraisal of civil servants,so as to make sufficient preparation for the research.Taking the tax system of League A as an example,starting from the actual situation of the development of the performance appraisal system of civil servants in the tax system of League A,this paper uses the literature research method,questionnaire survey method,interview method and case analysis method to elaborate the existing performance appraisal methods and the status quo of the performance appraisal of civil servants in the tax system of League A,and conducts data analysis based on reliable survey data and results,Explore the main problems existing in the current performance appraisal system of the A League tax system,and deeply summarize the reasons for the problems.Finally,the specific problems are analyzed and the feasible countermeasures and suggestions for optimizing the performance appraisal system are put forward.On the premise of following the general principles of performance appraisal formulated by the State Administration of Taxation,optimize the performance indicator system and appraisal methods of civil servants in League A tax system,rationalize and improve the quantitative indicators,and enhance the persuasiveness of objective data.The research conclusion has a strong practicality for the optimization of the civil servant performance appraisal system in the A League tax system,and can provide a theoretical basis for the tax system in other regions of China to carry out the civil servant performance appraisal management. |
