Study On The Administrative Efficiency Of The Executive Branch In Tibetan Universities

At present,the most important task for Tibetan higher education is to promote the connotative development of higher education and the construction of first-class universities and first-class disciplines.The party committee and the government of the Tibet have placed education in a strategic position of giving priority to development,firmly established the idea of strengthening education in the region,and attached great importance to and adhered to education and its fundamental,pioneering and overall role in stabilizing,managing,revitalizing and building Tibet.To realize the goal of modernization,high-quality and high-level development of Tibet Colleges and universities,in order to vigorously promote the modernization of the governance capacity of Tibetan colleges and universities,and the administrative efficiency of the administrative departments of colleges and universities is the core standard for the modernization of their governance capacity,therefore,taking the administrative efficiency of Tibetan executive branch as the research object,we can achieve the connotative development of Tibet and promote the development of higher education The study on the influence factors and paths of the administrative efficiency of Tibetan universities can provide some references for the construction of the modernization system of administration of Tibetan universities and even western education in executive branch.This paper makes an empirical analysis on the satisfaction degree of the administrative organization efficiency,the administrative cost efficiency,the administrative decision efficiency,the administrative execution and the procedure efficiency,and the administrative service efficiency contained in the administrative efficiency of the executive branch,this paper also analyzes the problems and gives some suggestions from the angles of organization construction,cost control,decision management,execution and program control,service improvement of the executive branch,which mainly includes the following parts:The first part is the first chapter and the second chapter,mainly elaborates the research background goal and the research significance,simultaneously carries on the simple introduction to the research method and the route,and carries on the introduction in view of the concept and the theory which the paper involves.Then,from the angle of time logic and the angle of home and abroad,the thesis combs the research situation of the related fields and makes a brief comment on it.The second part is chapter three and chapter four.In this paper,the author simply describes the case of the paper and introduces the operating mechanism and characteristics of the administrative efficiency of the executive branch in Tibetan universities.Then,based on the survey data,the paper makes an empirical study on the administrative efficiency of executive branch in Tibetan universities.It mainly includes testing the reliability and validity of the survey data,descriptive statistical analysis and satisfaction regression analysis of the survey object,which provides a certain empirical basis and provides a certain basis for problems and countermeasures.The third part is chapter five and chapter six.Mainly from the five dimensions of the administrative efficiency of Tibet’s executive branch,that is,efficiency of administrative organization,efficiency of administrative cost,efficiency of administrative decision-making,efficiency of administrative execution and procedure,efficiency of administrative service.At last,the paper summarizes and describes the shortcomings of the research and looks forward to it.The hope is that it will do little to modernise the governance of Tibet’s executive branch and to promote the connotative development of Tibet.The possible innovation points of this paper are as follows: first,the research perspective of administrative efficiency is shifted from government departments to Ministry of Higher Education,it also attempts to enrich the current mature but single mechanism for evaluating the administrative efficiency of the executive branch,and to understand the current situation of the administrative efficiency of the executive branch through certain empirical means,this paper attempts to turn the perspective of this kind of research from the inland to the plateau,and use Guangyan Road to help the modernization of the governance capacity of the executive branch.
