Research On The Influencing Factors Of The Effectiveness Of Village Assistance Under The Background Of Precision Poverty Alleviation

Poverty is a worldwide problem.As the largest developing country,China also faces the problem of having a large number of rural poor people.In order to solve the problem of absolute poverty,General Secretary Xi Jinping put forward for the first time a new idea of "precise poverty alleviation" in rural areas during his investigation in Western Hunan in2013.The so-called "precise" poverty alleviation is relative to the previous "flood irrigation" type of poverty alleviation.Its main feature is to put forward targeted measures to help poor households,that is,"household-based policy".In order to better implement household-based policies,the Party and the government also appointed government officials and personnel of state enterprises and institutions to set up village-based task forces in poor villages to help poor households,and temporarily "decoupled" from their original work units during their stay in villages.They ate and lived in rural areas for five days and four nights,and devoted themselves wholeheartedly to poverty alleviation.The report of the Nineteenth National Congress of the Communist Party of China clearly points out that "we should prevent digit poverty alleviation,false poverty alleviation and ensure the quality of poverty alleviation".High-quality poverty alleviation must be based on good poverty alleviation results.Therefore,it is necessary to study and analyze the effect of the village team's assistance and its influencing factors.In view of the insufficiency of the existing research,this paper aims to explore the influencing factors of the effectiveness of village assistance in the context of precise poverty alleviation policy from the perspective of empirical analysis.Firstly,through reviewing and analyzing the relevant literature,we find the key issues and indicators of the effectiveness of village-based assistance work,and further explore the relevant factors that may affect the effectiveness of village-based assistance work.Then,based on the survey data in H province,we construct a Logit regression model to find the direction and extent of the impact of each core variable on the effectiveness of village-based assistance work.Based on the comprehensive theory and data analysis,and the interview data in the process of investigation,this paper draws four conclusions: firstly,the overall effect of village assistance in H province is still acceptable,reaching more than 90%,but there is still room for improvement;secondly,the level of village assistance units and the sustainability of assistance measures have a significant impact on the effectiveness of village assistance work;thirdly,the effectiveness of village assistance in H province.The level of work style and ability of village cadres have a significant impact on the effectiveness of assistance work in villages.Fourthly,whether there are serious illnesses in poor households will also affect the recognition of poor households on the effectiveness of assistance work in villages.According to the results of empirical analysis and the findings of field research,this paper also puts forward four targeted policy suggestions: first,we should strengthen the training of cadres stationed in villages to ensure a high-level cadre team with high quality,strong ability and dedication to serve the local people,especially poor households;second,we should strengthen the propaganda of Poverty Alleviation Policies and strengthen the poor households."Improve intelligence" and "Summon the ambition" enable poor households to recognize the true definition of "poverty alleviation",show strong will to fight poverty,and master certain agricultural technology through professional training to enhance operating income;third,rationally arrange support units in villages,scientifically distribute poverty alleviation resources,and ensure that deep poverty-stricken areas can achieve the "current standard" in 2020 as other areas in the country.Fourthly,we should improve the medical poverty alleviation policy to achieve a win-win situation between the government and poor households,so that poor households with major illness can correctly recognize the sustainable medical assistance policy of the country in the "post-poverty alleviation era" of 2020,and not worry about the preferential medical poverty alleviation policy that can be relied on for the coming of 2020,so as to achieve a win-win situation between the government and poor households.
