Study On The Countermeasures For The Construction Of The Cadre Team Of The "Two Committees" In The Village Of N County In Lhasa City Under The Background Of Rural Revitalization

The 19th National Congress of the COMMUNIST Party of China(CPC)put forward the strategy of rural revitalization and the general requirements of "prosperous industry,livable ecology,civilized countryside,effective governance and prosperous life".On February 25,2021,the brand of the National Bureau of Rural Revitalization was officially inaugurated,marking a comprehensive victory in China’s battle against poverty and also marking a new starting point for China’s rural revitalization strategy.The key to implementing the rural revitalization strategy lies in people.The rural cadres of village "two commissions" as the "three rural" work first echelon and the main undertaker of arduous development tasks,shoulder the heavy responsibility of maintaining close relations between the Party and the masses and leading the rural masses to become rich and well-off.However,from the point of view of the rural revitalization strategy,the cadres of the "two committees" in the border ethnic rural areas of our country have some problems,such as unreasonable structure,low comprehensive quality and weak ability to drive people to become rich.Optimizing and improving the construction of cadres in the rural areas of Xizang is a big project to promote the development of the rural revitalization strategy.Its construction level is directly related to the overall progress of China’s grass-roots political civilization construction and an important factor of ethnic unity and stability.This paper taking the autonomous region of Tibet Lhasa N county village cadres of the "two committees" as the research object,around the strategy of rejuvenating rural background,basing on human capital theory,new public service theory and incentive theory,through questionnaire and interview method to obtain first-hand data,according to the existing literature and statistical analysis of the field survey data information,have been put forward for the analysis conclusion,finally according to the analysis results,the author puts forward some countermeasures and suggestions to improve the construction of cadres of "two committees" in N county village of Lhasa City.The main body of this paper includes the following five parts:The first part is the introduction.The research background,research significance,research status at home and abroad,research content and methods,research innovation and shortcomings are expounded.The second part of the rural revitalization strategy,village "two committees" cadres,village "two committees" cadre team construction and other concepts are defined,the human capital theory and incentive theory are discussed,for this paper research concept definition and laid a theoretical foundation.The third part is to analyze the current situation of the construction of cadres of the "two committees" in the village of N county in Lhasa under the background of the rural revitalization strategy.First of all,the paper expounds the important role of strengthening the construction of cadres of "two committees" in village in promoting rural revitalization,and then introduces the basic situation of N county in Lhasa,the implementation of rural revitalization,and the basic status of cadres of "two committees" in village.Finally,the paper collates and analyzes the data from questionnaires and interviews.The fourth part analyzes the existing problems and deficiencies in the construction of the cadres of the "two committees" in the village of N County in Lhasa City,and then analyzes the reasons for the existing problems in the construction of the cadres of the "two committees" in the village of N County.At present,there are many problems in the cadre team construction of the "two committees" of N county village in Lhasa city.There are many problems in the cadre team construction of the "two committees" in the village of N County in Lhasa City,such as unreasonable structure and insufficient reserve force.Low comprehensive quality;The lack of management system;Guarantee incentive is not perfect.The main reasons for the problem include narrow channels for selecting and employing persons,insufficient education and training,the restriction of rural development environment and the inadequate supervision and management implementation.The fifth part,based on the above analysis of the problems and causes,puts forward countermeasures and suggestions to improve the construction of cadres of the "two committees" in the village of N County in Lhasa,including the establishment of a scientific and reasonable mechanism for selecting and employing persons,the construction of a perfect education and training system,the improvement of the guarantee and incentive mechanism,and the implementation of multi-party cooperative management.N county village cadre team construction of the "two committees" Lhasa has such problems as structure is not reasonable and comprehensive quality is low,should from the candidates of choose and employ persons mechanism,the education training system,ensuring the incentive mechanism and supervision and so on aspects to strengthen and improve,so as to improve the comprehensive quality and ability,to better serve the "three rural" work,to realize rural revitalization strategy goal.
