Research On The Construction Of Smart Government In Gaobeidian From The Perspective Of Governance Capacity Modernization

At present,with the rapid development of network information technology,the impact of information technology on human society is more and more profound.Especially in promoting the modernization of national governance system and governance capacity today,how to use information technology to promote and promote the optimization and innovation of public management and government service mode has become an important symbol and main means to realize the modernization of government management.As a product of government management information construction,smart government has been playing a more and more important role in improving the party’s governing capacity and social governance capability,deepening the reform of "letting go of services" and promoting the sustainable development of the economy and society.Especially since General Secretary Xi Jinping put forward the strategy of network power,all over the country are speeding up the development of intelligent government affairs,and the development level of intelligent government has become one.It is an important basis for the modernization of regional governance capacity.Taking Gaobeidian City as an actual case,this paper studies the construction of smart government from the perspective of public management,based on governance theory,public service theory and overall government theory.Gaobeidian has opened the Internet plus government service since 2016.Through the establishment of "Gaobeidian online service hall" and "online approval service platform",we expanded the government extranet,unblocked the "county and village" three level government service platform,vigorously promoted the administrative permit business and public service matters online operation,and then continued to deepen and expand functions and services.Heavy line,offline and offline integration and functional complementarity are expanding to mobile terminals and self-service terminals.Especially in the context of smart city construction in Gaobeidian,government services are moving from "Internet plus" to "wisdom +".Through the use of literature,questionnaire survey and case analysis,this paper analyzes the current situation of smart government construction in Gaobeidian City from various angles,and finds that there are some problems in the construction of smart government in Gaobeidian City,such as the lack of unified planning,the lack of information integration mechanism,the lack of effective interaction between the government and the public,the lack of professional and technical personnel and so on.Finally,combined with the reality of building a smart city in Gaobeidian City,this paper puts forward the practical countermeasures and suggestions for the development and construction of Gaobeidian smart government according to local conditions,mainly from strengthening the top-level design of government development,realizing the integration of information resources in Gaobeidian City,strengthening the talent introduction mechanism,and paying attention to the two-way interaction between the government and the public in the construction process.
