Research On The Problems Of Smart Elderly Care Services By Government Purchase In Hangzhou

The aging problem in China continues to aggravate,resulting in increasing demand and pressure of elderly care services.With the development of Internet and other information technologies,as well as the integration with elderly care services,“the smart elderly care” has emerged and provides effective help to relieve the pressure of elderly care in modern society.The government is the leader in implementing and promoting smart elderly care services.Therefore,it plays an important role in promoting the healthy and orderly development of smart elderly care services,meeting the demands of the elderly at different levels,and improving their quality of life in their later years.This thesis is mainly guided by the theories of public goods,the new public management and welfare pluralism,etc.,combining with the literature research method,comparative analysis method,interview and research method and other research methods,in the context of digital empowerment,to study on the development of smart elderly care services by government purchase in Hangzhou.First,through the study of domestic and foreign literature and the interpretation of smart elderly care related policies,get to know the overall situation of the current development of government purchase of smart elderly care services.In the next place,by using the ways of research and interview,learn about the basic situation of the development of smart elderly care services by two grass-roots governments’ purchase,M sub-district office in Gongshu District,and B sub-district office of Xiaoshan District,and according to this,put forward the problems existing in the development of smart elderly care services by government purchase in Hangzhou,such as the financial funds of government purchase services as well as the service objects are limited,the government purchase of service items cannot meet the multiple needs and the initiative of the elderly is not high,the quality of purchase services is uneven and processing of evaluation feedback is not timely,the standardization of government purchase as well as the number of service organizations is lack,etc..Then,analyze the causes of the problems,including insufficient government financial investment,unitary source of funds with lack of social capital to join in;the purchase services are lack of needs-oriented,the ability and the level of smart elderly care services are insufficient;lack of a unified standard system,the supervision and evaluation mechanism is not perfect;the legal system of government purchase services as well as the development of smart elderly care service industry is not perfect,etc..Finally,by comparing with the relevant practical experience at home and abroad,countermeasures and suggestions are proposed to promote the development of smart elderly care services by government in Hangzhou,including increasing financial input and attracting social capital,taking need-oriented to improve the ability of smart elderly care services,establishing a unified standard system and improving the supervision and evaluation mechanism,improving the legal system for government purchase and supporting the industry of smart elderly care service,etc..
