Research On Difficulties And Countermeasures Of Environmental Governance In Rural Communities

Rural community is an important part of Chinese society.As a big agricultural country,the rural population is large and wide,at the sametime,the rural economic development is relatively backward,and the pollution is very severe.With the improvement of economic and the acceleration of urbanization,environmental problems in rural communities are becoming more and more prominent,which seriously affects the sustainable development of rural economy and the normal production and life of farmers.Therefore,it is urgent to strengthen the environmental governance of rural communities.The multi-center collaborative governance model is a theoretical framework and practical scheme that integrates the multi-center theory and synergetics into the governance field.This paper studies the problems existing in the practice of environmental governance of L community in Henan Province from the perspective of multi-center governance.Our country's community governance mostly adopts the government-led governance mode,and the participation of other subjects is relatively weak.Through the research and combing of the environmental governance process of the L community in Henan Province,it is concluded that the practice of the L community is mainly carried out from the following aspects: First of all,introducing a market-oriented cleaning system to improve the efficiency of cleaning work through market-oriented operation;Secondly,grid management,the environmental management work will be refined,layers of responsibility,effective integration of resources,improve management efficiency;Thirdly,encourage " volunteer service teams" to participate in the environmental governance process,give full play to the role of grassroots organizations;The forth point,through the " one thing,one discussion" policy to complete the transformation of the rural road network and sewage pipe network;The last but not the least,the use of scientific decision-making to prevent air pollution.L Community fully mobilized the power of the market,villagers,grass-roots organizations and rural autonomous organizations in the governance process,and achieved good results.Based on the analysis of the construction of L community environmental governance organization structure and its governance effect,the existing problems are put forward,such as the weak strength of grass-roots environmental protection work,the lack of organizational structure,and the limited participation and function of grass-roots organizations in rural environmental governance.On this basis,the author makes an in-depth analysis of the causes of the problem and finally puts forward constructive suggestions based on the reality of L community.First,establish and improve grass-roots environmental protection agencies;The second is to clarify the rights and responsibilities of multiple governance subjects.The third is to establish a perfect organization system and an efficient information sharing platform.The fourth is to establish and improve the security system of rural environmental community governance.
